The European Union must deal with one of the biggest challenges in its history: an enlargement which requires fundamental institutional reforms, a reaffirmation of its fundamental values and thorough consideration of the mechanisms to ensure its economic, social and territorial cohesion.
L'Union européenne doit affronter l'un des plus grands défis qu'elle ait jamais connu dans son histoire : l'élargissement qui suppose des remaniements profonds au niveau institutionnel, une réaffirmation de ses valeurs fondamentales et une réflexion profonde sur les mécanismes permettant d'assurer sa cohésion économique, sociale et territoriale.

In the light of substantial reforms over the last years, Serbia has considerably progressed towards fulfilling the political criteria related to the stability of institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities, set by the Copenhagen European Council in 1993, as well as the conditions of the Stabilisation and Association Process.
Comme en témoignent les réformes substantielles mises en œuvre au cours des dernières années, la Serbie a considérablement progressé dans le respect des critères politiques fixés par le Conseil européen réuni à Copenhague en 1993, relatifs à des institutions stables garantissant la démocratie, la primauté du droit, les droits de l'homme, le respect des minorités et leur protection, ainsi que des conditions du processus de stabilisation et d'association.

However, analysis of the progress made in the light of the 4 common objectives reveals that: (a) the measures concerned with promoting access to the labour market have, in tandem with the NAP/empl, achieved considerable success; (b) pursuit of the reform of the social protection system has not affected attainment of the goals inherent in the Minimum Guaranteed Income scheme (scheme combining financial benefits with a socio-occupational integration plan); (c) the aim of having all persons in a situation of exclusion sign a "social integration contract" within one year was too ambitious and was difficult both to implement and to evaluate, since it requires multisectoral involvement and since the universe of individuals to be covered remains undefined (the same comment applies to the individualised follow-up of children and young persons within three months); (d) the setting up of a national social welfare helpline has made it easier for certain priority groups to obtain information and a rapid response to their problems; (e) the "Urban Social Development Contracts" and the "Rural Areas and Social Development" project, which were aimed at tackling the problems of the regional nature of exclusion, were abandoned for budgetary and policy reasons; (f) as regards mobilising stakeholders in the process, the Interministerial Monitoring Committee, set up expressly to monitor the NAPincl, operated only intermittently and its composition had to be altered following the change of government, hence its impact as an institutional co-ordination forum has been established only gradually; as regards civil society, the vague reference to the Co-operation and Social Solidarity Pact and the project for the creation of an NGOs Forum illustrates the low degree of involvement of these players.
Toutefois, il ressort de l'analyse des progrès réalisés à la lumière des quatre objectifs communs que: (a) les actions qui avaient trait à la promotion de l'accès au marché du travail ont connu, en association avec le PAN Emploi, un succès considérable; (b) la poursuite de la réforme du système de protection sociale n'a pas influé sur la réalisation des objectifs inhérents au régime du Revenu Minimum Garanti (régime associant des prestations financières à un plan d'insertion socioprofessionnelle); (c) l'objectif visant à faire signer un contrat d'insertion sociale à toutes les personnes en situation d'exclusion en l'espace d'une année s'est avéré trop ambitieux et a soulevé des difficultés de mise en oeuvre et d'évaluation de ses résultats, car il implique une intervention de nature multisectorielle et que la sphère des bénéficiaires potentiels demeure indéfinie (la même remarque vaut pour le suivi individualisé des enfants et des jeunes en l'espace de trois mois); (d) la mise en place d'une ligne téléphonique nationale d'information sur la protection sociale a facilité l'accès de certains groupes prioritaires à l'information et à une réponse rapide à leurs problèmes; (e) les "Contrats de développement social urbain" et le projet "Zones rurales et développement social", qui avaient pour but de remédier aux causes régionales de l'exclusion, ont été abandonnés pour des raisons de budget et de stratégie politique; (f) pour ce qui est de la mobilisation des acteurs dans le processus, le comité de suivi interministériel, créé spécialement pour suivre l'avancée du PAN, ne s'est réuni que par intermittence et sa composition a dû être modifiée suite au changement du gouvernement, ce qui explique que son influence en tant que forum de coordination interinstitutionnel ne se fait sentir que de façon progressive; enfin, s'agissant de la société civile, la vague référence au Pacte de coopération et de solidarité sociale et au projet de création d'un Forum des ONG témoigne ...

As I pointed out in my presentation, there are some very helpful and quite extensive recommendations that have been made by the United Nations—which has given this particular issue some careful consideration—as to the steps that need to be taken, whether it be in the area of legal reform, institutional reform, legislative reform, increased training for the judiciary and other government officials, or resources.
Comme je l'ai dit dans mon exposé, des recommandations très utiles et très précises ont été faites par les Nations Unies, qui se sont penchées soigneusement sur cette question—notamment sur les mesures à prendre, qu'il s'agisse de réforme juridique, institutionnelle ou législative, une formation accrue pour les membres du système judiciaire et autres fonctionnaires, ou une augmentation des ressources.

Finally, in terms of the whole issue of financial institutions' reform, we're very pleased that this committee and several other exercises going on simultaneously are taking what we believe to be very much the necessary time and consideration on this issue.

Thus, in its Additional Contribution to the Intergovernmental Conference on Institutional Reform, the Commission took the view that, "regarding intellectual property rights under Community law, particularly with the prospect of the Community patent, consideration should be given to establishing a specialised tribunal with jurisdiction in cases concerning patent validity and infringements, in order to secure legal certainty regarding unitary documents having effect throughout the Community and to relieving the Court of Justice and the CFI of all this highly specialised litigation".
Ainsi, dans sa contribution complémentaire du 1er mars 2000 à la Conférence intergouvernementale sur les réformes institutionnelles, la Commission estime «qu'en matière de titres communautaires de propriété intellectuelle, et notamment dans la perspective du futur brevet communautaire, il conviendrait d'envisager l'instauration d'une juridiction communautaire spécialisée, ayant compétence pour les litiges relatifs tant à la validité du brevet communautaire qu'à sa contrefaçon, afin d'assurer la sécurité juridique d'un titre unitaire produisant des effets sur l'ensemble du territoire de la Communauté et de décharger définitivement la Cour et le TPI de l'ensemble de ce contentieux hautement spécialisé».

The most important consideration in this connection is the fulfilment of the undertaking to decide on the necessary institutional reforms by the end of the year 2000, thereby enabling us to embrace the new Member States from the end of 2002.

- 4 - This situation gives a special significance to the rules on budgetary discipline (Council Decision 88/377/EEC of 24 June 1988. * * * 4. Price proposals and related measures The analysis of the agricultural situation in the 1990/91 marketing year and the market outlook for the coming years clearly indicate that, after two years of relief and despite considerable efforts of adjustment over a number of years, market imbalances are growing again and that prospects for the foreseeable future are not encouraging. This new deterioration in the situation calls for an in-depth reform of the Common Agricultural Policy in order to tackle the problems at their roots. Taking into account that in-depth reform of a number of common market organisation is needed and that specific proposals to do so will be presented this year, the Commission would have preferred, at this stage, to propose a simple roll-over of present institutional prices for one year until the reform measures have been adopted and come into effect. However, the considerable deterioration of the budgetary situation for 1991 and the worsening prospects for 1992 oblige the Commission, in the interests of budgetary discipline, to supplement its roll-over price proposals for the 1991/92 marketing year by a number of specific proposals designed to contain agricultural expenditure. a) Common prices The Commission considers that for the majority of products it is desirable to propose the continued application of 1990/91 prices subject, of course, to the effects of the application of the stabiliser mechanisms.

Propositions de prix et mesures connexes L'analyse de la situation de l'agriculture pour la campagne de commercialisation 1990/91 et les perspectives de marché pour les prochaines années font clairement ressortir qu'après deux années d'amélioration et malgré les efforts considérables d'ajustement sur plusieurs années, les déséquilibres des marchés s'aggravent de nouveaux et que les perspectives relatives à l'avenir prévisible ne sont pas encourageantes. Cette nouvelle détérioration de la situation appelle une réforme en profondeur de la politique agricole commune en vue d'attaquer le mal à ses racines. Compte tenu du fait qu'une réforme approfondie d'un certain nombre d'organisations communes des marchés est nécessaire et que des propositions spécifiques seront faite cette année dans ce sens, la Commission aurait préféré à ce stade proposer simplement une reconduction des prix institutionnels actuels pour une année en attendant l'adoption et la mise en vigueur des mesures de réforme. Cependant, la détérioration considérable de la situation budgétaire pour 1991 et les perspectives d'aggravation pour 1992 obligent la Commission, dans l'intérêt de la discipline budgétaire, de compléter ses propositions de reconduction des prix pour la campagne de commercialisation 1991/1992 par certaines propositions particulières tentant à contenir les dépenses agricoles. a) Prix communs La Commission estime que pour la majorité des produits il est souhaitable de proposer de reconduire les prix de la campagne 1990/91 sous réserve évidemment des effets de l'application des mécanismes stabilisateurs.

The EU has made considerable contributions to the criminal justice system reform in Georgia through various projects set up to strengthen key justice sector institutions, by providing expertise on legal and structural reforms and more importantly, through a structured policy dialogue with the Georgian Government on Criminal Justice reforms.
L'UE a apporté des contributions considérables à la réforme du système de justice pénale en Géorgie au moyen de divers projets visant à renforcer les institutions clés du secteur de la justice, en mettant son expertise au service des réformes juridiques et structurelles et, plus important encore, en instaurant un dialogue structuré avec le gouvernement géorgien sur les réformes de la justice pénale.
