9. Recalls that Parliament was the first EU institution to present its vision on the MFF 2014-2020 and the need to reform the financing of the EU budget, with the report of its specialised SURE Committee, in June 2011; believes that this early preparation helped Parliament to establish a large consensus on political priorities and remain united throughout the subsequent negotiating process; considers further that this report provided guidance for the Commission in drafting its own proposals on the MFF and own resources and appreciates the regular political dialogue that was established between the two institutions at all stages of the preparation of this report; considers that this practice should be further developed into a more structured dialogue between the two institutions ahead of the presentation of any MFF proposals;
9. rappelle que le Parlement est la première institution de l'Union à avoir présenté sa vision du CFP 2014-2020 et évoqué la nécessité de réformer le financement du budget de l'Union dans le rapport de sa commission spéciale sur les défis politiques et les ressources budgétaires pour une Union européenne durable après 2013 (SURE), paru en juin 2011; estime qu'en se préparant bien l'avance, le Parlement est parvenu à dégager un large consensus sur les priorités politiques et à rester uni tout au long des négociations; estime en outre que ce rapport a fourni des indications à la Commission pour la rédaction de ses propositions sur le CFP et les ressources propres et salue le dialogue politique régulier mené par les deux institutions à chaque étape de la préparation du rapport; estime que cette pratique devrait être développée davantage sous la forme d'un dialogue plus structuré entre les deux institutions avant la présentation de propositions sur le CFP;

The EU will: ►Promote the inclusion of DRR on the agenda of high-level political meetings and make it part of regular political dialogue with developing countries ►Support the integration of DRR into developing countries' development policies and planning, including relevant sectoral policies, climate change adaptation strategies and cross-cutting issues ►Better integrate DRR into EU policies, support strategies, programmes and projects ►Support the development and implementation of national policy, legal and institutional frameworks for DRR, including National and Regional Platforms ►Ensure closer coordination of support for DRR in developing countries to help implement this strategy ►Support the UN/ISDR as the coordinating body for the implementation of the Hyogo Framework |

The Commission closely follows developments in the light of the Copenhagen political criteria, notably in the framework of the Regular Political Monitoring and in the framework of the relevant institutions under the Association Agreement.
