Recalls that the Court of Auditors (“the Court”), in its report on the annual accounts of the European Institute of Innovation and Technology (“the Institute”) for the financial year 2013, found for the second consecutive year no reasonable assurance on the legality and regularity of the grant transactions; notes that in the Court´s view the quality of the certificates was compromised as they were issued by independent audit firms contracted by the grant beneficiaries, covering about 87 % of the grant expenditure; recalls furthermore that in order to address the shortcomings related to the quality of the audit certificates, the Institute improved the instructions provided to certifying auditors and communicated the updated instructions to the “Knowledge and Innovation Communities” (KICs), the recipients of the Institute's grants, in June 2013;
1. rappelle que la Cour des comptes (ci-après dénommée "Cour"), dans son rapport sur les comptes annuels de l'Institut européen d'innovation et de technologie (ci-après dénommé "Institut") pour l'exercice 2013, a déclaré, pour la deuxième année consécutive, n'avoir pas obtenu d'assurance raisonnable quant à la légalité et à la régularité des opérations de subvention; note que la Cour a estimé que la qualité des certificats, qui couvrent environ 87 % des dépenses de subventions, était compromise du fait qu'ils étaient délivrés par des cabinets d'audit indépendants engagés par les bénéficiaires des subventions; rappelle également que, pour remédier aux insuffisances en matière de qualité des certificats d'audit, l'Institut a amélioré les instructions fournies aux auditeurs responsables de la certification et a transmis les instructions mises à jour aux "Communautés de la connaissance et de l'innovation" (CCI), les bénéficiaires de ses subventions, en juin 2013;

The Strategic Innovation Agenda of the European Institute of Innovation and Technology sets out this institute's priorities for 2014 to 2020 as well as its operating procedures, with a view to contributing to a more innovative Europe.
Le programme stratégique d’innovation (PSI) de l’Institut européen d’innovation et de technologie (EIT) fixe les priorités de l’Institut pour la période 2014-2020 ainsi que ses procédures de fonctionnement, avec pour objectif de contribuer à une Europe plus innovante.

16. Believes that thriving research, innovation and development must help in addressing major societal challenges of our times, including climate change, resource efficiency, health and ageing population, urban management and mobility, food and water; recalls the EU’s objective of strengthening its scientific and technological bases by building a European Research Area; recognises the key role of the EU’s policy-oriented, transnational, collaborative programmes, pooling together research and innovation competences to respond to policy challenges at an European level and addressing major societal goals; recognises the role of the European Institute of Innovation and Technology (EIT) as a driver of EU sustainable growth and competitiveness, achieving this through the stimulation of world-leading innovation and calls for priority areas for the Knowledge and Innovation Communities (KICs) to be enlarged and duly funded; underlines the importance of continuing efforts to simplify research, innovation and development funding and ensuring access for smaller research institutes, businesses and civil society organisations;
16. estime que les progrès en matière de recherche, d'innovation et de développement doivent permettre de faire face aux grands enjeux sociétaux de notre temps, y compris le changement climatique, l'efficacité énergétique, la santé et le vieillissement de la population, la gestion urbaine et la mobilité, l'alimentation et l'eau; rappelle l'objectif de l'Union qui consiste à renforcer son assise scientifique et technologique en créant un espace européen de la recherche; est conscient du rôle clé des programmes européens transnationaux, orientés vers l'action et réalisés en collaboration, qui rassemblent des compétences en matière de recherche et d'innovation pour faire face à des enjeux politiques à l'échelle européenne et atteindre des objectifs sociétaux majeurs; est conscient du rôle fondamental que joue l'Institut européen d'innovation et de technologie (IET) en tant que moteur de la croissance durable et de la compétitivité de l'Union, en encourageant des innovations de premier plan à l'échelle mondiale, et demande que les secteurs prioritaires pour les communautés de la connaissance et de l'innovation (CCI) soient étendus et dûment financés; souligne qu'il importe de redoubler d'efforts pour simplifier le financement en matière de recherche, d'innovation et de développement et de garantir l'accès des établissements de recherche de taille réduite, des entreprises et des organisations de la société civile à ce financement;

Welcomes the Commission's proposal of 19 September 2007 requesting a revision of the MFF to provide adequate financing for Galileo and the European Institute of Innovation and Technology (EIT) over the 2007 - 2013 period; on Galileo, recalls its resolution of 20 June 2007 in favour of a Community solution for Galileo; on EIT, considers that the appropriations ought to be budgeted under the policy area "08 research", with the governing structure having its own line ("European Institute of Innovation and Technology - governing structure") under Heading 5 (Administration) and the KICs a separate one ("European Institute of Innovation and Technology - Knowledge and Innovation Communities (KICs)"); recalls that the appropriations for Galileo and for the EIT were placed in the reserve but were not reduced by the Council in the DB; has proposed amendments for Galileo and EIT in its first reading such that the final appropriations in budget 2008 are contingent upon a satisfactory agreement on the proposed revision of the MFF;
5. accueille favorablement la proposition de la Commission du 19 septembre 2007 demandant une révision du CFP afin de garantir un financement adéquat pour Galileo et pour l'Institut européen d'innovation et de technologie (IEIT) sur la période 2007-2013; en ce qui concerne Galileo, rappelle sa résolution du 20 juin 2007 en faveur d'une solution communautaire; en ce qui concerne l'IET, estime que les crédits devraient être budgétisés dans le domaine politique "08 recherche", la structure de direction disposant de sa propre ligne ("Institut européen de technologie – structure de direction") sous la rubrique 5 (Administration) et les CCI d'une ligne distincte ("Institut européen de technologie – communautés de la connaissance et de l'innovation (CCI"); rappelle que les crédits destinés à Galileo et à l'IET ont été placés dans la réserve mais n'ont pas été réduits par le Conseil dans son PB; a proposé des amendements pour Galileo et l'IET au cours de sa première lecture, en sorte que les crédits définitifs du budget 2008 soient subordonnés à un accord satisfaisant sur la révision proposée du CFP;
