This Communication initiates such an assessment, as a start to the process of updating the basis for European innovation policy and giving a new impetus to the drive for innovation to help realise the Lisbon objectives.
La présente communication amorce cette évaluation, en servant de point de départ à l'actualisation des bases de la politique européenne de l'innovation et à la redynamisation de l'effort d'innovation en vue d'atteindre les objectifs de Lisbonne.

Activities shall help close the research and innovation divide in Europe by promoting synergies with the European Structural and Investment Funds (ESI Funds) and also by specific measures to unlock excellence in low performing research, development and innovation (RDI) regions, thereby widening participation in Horizon 2020 and contributing to the realisation of the ERA.
Les activités contribueront à combler la fracture en matière de recherche et d'innovation en Europe en favorisant les synergies avec les fonds structurels et d'investissement européens (ci-après dénommés "fonds ESI"), et aussi grâce à des mesures spécifiques pour libérer l'excellence dans les régions peu performantes en matière de recherche, développement et innovation (RDI) et, partant, en élargissant la participation à Horizon 2020 et en contribuant à la réalisation de l'EER.

A KIC on added-value manufacturing will help meeting Horizon 2020 priorities in terms of advanced manufacturing and processing, and its specific objective of "transforming today's industrial forms of production towards more knowledge intensive, sustainable, low-emission, trans-sectoral manufacturing and processing technologies, to realise innovative products, processes and services".
Une CCI consacrée à la production manufacturière à valeur ajoutée contribuera à la réalisation des priorités d'Horizon 2020 concernant les systèmes de fabrication et de transformation avancés et de son objectif spécifique consistant à "remplacer les modes de production de caractère industriel que nous connaissons aujourd'hui par des technologies de fabrication et de transformation transsectorielles, à faibles émissions, durables et à plus forte intensité de connaissance, afin de favoriser l'innovation sur le plan des produits, des processus et des services".

Coordination is also needed with the Joint Programming Initiative "Urban Europe", which will pool national research efforts to transform urban areas to centres of innovation and technology, realise eco-friendly and intelligent intra-interurban transport logistic systems, reduce the ecological footprint and enhance climate neutrality.
La coordination s'impose également par rapport à l'initiative de programmation conjointe "Urban Europe" (L'Europe urbaine), qui réunira les efforts nationaux de recherche afin de transformer les zones urbaines en centres d'innovation et de technologie, mettre en place des systèmes logistiques de transport intra-urbain et interurbain intelligents et respectueux de l'environnement, réduire l'empreinte écologique et améliorer la neutralité climatique.

The EIT will thereby significantly contribute to promoting the framework conditions that are needed to realise the innovative potential of Union research and to promote the completion of the European Research Area (ERA).
L'EIT participera ainsi activement à la mise en place des conditions-cadres nécessaires pour exploiter le potentiel innovant de la recherche européenne et favoriser la réalisation de l'espace européen de la recherche (EER).

In doing so, it is helping to stimulate entrepreneurship and innovation, to realise the full potential of the single market, and thereby promote growth and job creation.
Ce faisant, il contribue à stimuler l'esprit d'entreprise et l'innovation, à exploiter tous les avantages du marché intérieur et, partant, à promouvoir la croissance et la création d'emplois.

To this end, and in accordance with the objectives of the Commission Communication "Innovation in a knowledge-driven economy", activities will be implemented in a number of specific areas that are complementary and mutually supportive, within themselves and with the actions carried out under the heading "Integrating and strengthening the European Research Area". They will focus on improving the knowledge, understanding and capabilities of the actors involved - research workers, industrialists, investors, public authorities at European, national and regional levels, and others - by encouraging more intensive and fruitful interactions between them, and by providing strategic information and services, as well developing new methodologies and tools, to assist them in their particular endeavours. A general principle underlying all these actions is that innovation cannot be separated from research; the actions serve to reinforce the links between research and innovation, from the point of the conception of research activities, right through the period of their realisation.
À cet effet, et conformément aux objectifs de la communication de la Commission "L'innovation dans une économie fondée sur la connaissance", des actions seront mises en oeuvre dans certains domaines précis. Ces actions se compléteront et se renforceront à la fois entre elles et avec les actions menées sous la rubrique "Intégrer et renforcer l'espace européen de la recherche". Elles s'attacheront à améliorer les connaissances, la compréhension et les capacités des acteurs concernés - chercheurs, industriels, investisseurs, pouvoirs publics européens, nationaux et régionaux, etc. - en les encourageant à intensifier et à exploiter leurs interactions, en mettant à leur disposition des informations et des services stratégiques et en développant de nouvelles méthodologies et de nouveaux outils pour les aider à réaliser leurs objectifs respectifs. Toutes ces actions obéissent à un même principe général: l'innovation ne peut être dissociée de la recherche. Elles ont pour vocation de renforcer les liens entre la recherche et l'innovation dès les premiers stades des activités de recherche et pendant toute la durée de leur réalisation.
