Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. The symptoms usually appear within minutes of the impact of the stressful stimulus or event, and disappear within two to three days (often within hours). Partial or complete amnesia (F44.0) for the episode may be present. La survenue et la gravité d'une réaction aiguë à un facteur de stress sont influencées par des facteurs de vulnérabilité individuels et par la capacité du sujet à faire face à un traumatisme. La symptomatologie est typiquement mixte et variable et comporte initialement un état d'hébétude caractérisé par un certain rétrécissement du champ de la conscience et de l'attention, une impossibilité à intégrer des stimuli et une désorientation. E. whereas recent initiatives and interference by the Hungarian Government, in particular over the past 12 months, have led to a serious and systemic deterioration of the rule of law as regards media freedom and pluralism, the fight against intolerance and discrimination, the rights of immigrants, asylum seekers and refugees, the freedom of assembly and association, the freedom of education and academic research, the equal treatment of religion and belief, restrictions on and obstacles to the activities of civil society organisations, the rights of people belonging to minorities, including Roma and LGBTI, the independence of the judiciary and many worrying allegations of corruption and conflicts of interest undermining the rule of law;

Nevertheless they have been in the forefront of those who have actively deployed the Charter in the interests of the citizen. They have upheld complaints and used their powers of own initiative over discrimination in the recruitment and employment policies of the EU institutions in respect of age, sex, race, freedom of expression and parental leave. They also apply systematically the Code of Good Administrative Behaviour to seek to give effect to the provisions of the Charter. They consider that the Charter should be binding whenever Community law is being applied. The Committee on Petitions and the European Ombudsman and his network of national ombudsmen could play an important role in promoting and monitoring the implementation of the Charter, and the Ombudsman could be empowered to refer important fundamental rights cases to the Court of Justice;
