To ensure that Member States have sufficient means to provide payments to beneficiaries responsible for the implementation of operations that target youth unemployment, an additional initial pre-financing amount from the specific allocation for the YEI should be paid in 2015 for operational programmes supported by the YEI, in order to complement the pre-financing amounts paid in accordance with Regulation (EU) No 1303/2013.
Afin de garantir que les États membres disposent de suffisamment de moyens pour procéder aux paiements en faveur des bénéficiaires responsables de l’exécution des opérations de lutte contre le chômage des jeunes, il y a lieu de verser en 2015, aux programmes opérationnels soutenus par l’IEJ, un préfinancement initial supplémentaire, imputé sur la dotation spéciale pour l’IEJ et venant compléter les montants de préfinancement versés conformément au règlement (UE) nº 1303/2013.

(3) In order to address the budgetary constraints faced by Member States at the initial stage of the programming period and taking into account the urgent need to address youth unemployment and the specific features of the YEI, provisions should be laid down that complement Regulation (EU) No 1303/2013, to increase the level of the initial pre-financing paid to operational programmes supported by the YEI in 2015.
(3) Pour pallier les restrictions budgétaires que connaissent les États membres au début de la période de programmation et compte tenu de l’urgence qu’il y a à traiter le problème du chômage des jeunes, tout comme les spécificités de l’IEJ, il convient de compléter le règlement (UE) nº 1303/2013 par des dispositions visant à augmenter le montant de préfinancement initial versé en 2015 aux programmes opérationnels soutenus par l’IEJ.

(4) To ensure that the additional initial pre-financing amount is used for the immediate implementation of the YEI, that amount should be reimbursed to the Commission should the Union contribution from the YEI not amount to an adequate level in interim payment applications submitted to the Commission within 12 months after the entry into force of this Regulation.
(4) Pour garantir que le montant du préfinancement initial supplémentaire est affecté à la mise en œuvre immédiate de l’IEJ, ce montant devrait être remboursé à la Commission si, douze mois après l’entrée en vigueur du présent règlement, la contribution de l’Union au titre de l’IEJ n’atteignait pas un seuil approprié dans les demandes de paiement intermédiaires présentées à la Commission.

Today's proposal would increase the Youth Employment Initiative pre-financing rate in its 2015 budget allocation from 1-1.5% to up to 30%.
