In order to ensure that Greece has sufficient financial means to start the implementation of 2014-2020 programmes supported by the Funds and the EMFF in 2015 and 2016, it is appropriate to increase the level of the initial pre-financing paid to its operational programmes under the Investment for growth and jobs goal and to programmes supported by the EMFF through the payment of an additional initial pre-financing amount in those years.
Afin de garantir que la Grèce dispose de moyens financiers suffisants pour commencer à mettre en œuvre en 2015 et 2016 les programmes 2014-2020 soutenus par les Fonds et le FEAMP, il convient d'augmenter le niveau du préfinancement initial versé à ses programmes opérationnels au titre de l'objectif «Investissement pour la croissance et l'emploi» et à des programmes soutenus par le FEAMP en versant un préfinancement initial supplémentaire au cours de ces années.

In addition to the initial pre-financing amount paid in accordance with point (b) of Article 134(1) of Regulation (EU) No 1303/2013, an additional initial pre-financing amount from the specific allocation for the YEI shall be paid in 2015 for all operational programmes supported by the YEI, irrespective of the form of the programming arrangement in accordance with Article 18 of this Regulation, in order to increase the initial pre-financing from the specific allocation for the YEI to 30 % (the ‘additional initial pre-financing amount’).

(4) To ensure that the additional initial pre-financing amount is used for the immediate implementation of the YEI, that amount should be reimbursed to the Commission should the Union contribution from the YEI not amount to an adequate level in interim payment applications submitted to the Commission within 12 months after the entry into force of this Regulation.

2. For the purposes of the calculation of the additional initial pre-financing amount, the amounts paid from the specific allocation for the YEI to the operational programme in accordance with point (b) of Article 134(1) of Regulation (EU) No 1303/2013 shall be deducted.

In addition to the instalments provided for in points (b) and (c) of paragraph 1, an additional initial pre-financing amount of 3,5 % of the amount of support from the Funds and the EMFF for the entire programming period shall be paid to operational programmes in Greece each year in 2015 and 2016.
