The aim is to facilitate and support the preparation, implementation, long-term sustainability and efficient operation of the research infrastructures identified by the European Strategy Forum on Research Infrastructures (ESFRI) and of other world-class research infrastructures, which will help Europe to respond to grand challenges in science, industry and society.

The specific objective is to endow Europe with world-class research infrastructures which are accessible to all researchers in Europe and beyond and which fully exploit their potential for scientific advance and innovation.

The "Connecting Europe Facility" (CEF), which governs EU funding for infrastructure projects in the fields of transport, telecommunication and energy during the period 2014 – 2020, foresees an allocation of 26 billion € for transport infrastructure out of which 11.3 billion € are earmarked for projects in Member States which are eligible for funding from the Cohesion Fund.

The EU must take into account that a large part of the infrastructure which Europe comes to rely on is owned by its Member States and not necessarily shared on an EU-level, particularly in defence-related systems, that there are gaps which will not be met by current plans and that, even for existing and planned satellites, data interfaces are not always harmonised.

She also pointed out the importance of the financial efforts made by the EU for transport infrastructure in Central and Eastern Europe, thanks to the PHARE programme and the ISPA instrument - which devotes almost Euro 520 million per year to transport infrastructure for the period 2000-2006. She stressed the need for interconnections between the EU and the rest of Europe, already carried out by the setting up of 10 Pan-European transport corridors since June 1997 and the process of Transport Infrastructure Needs Assessment (TINA), which provided valuable elements for the identification of different needs and the existing bottlenecks.

Benefits flowing from liberalising use of existing infrastructure for liberalised telecoms services will include the following direct and indirect effects: - overcoming or bypassing bottlenecks in the networks - stimulation of public and private investment (which calls, in particular, for a stable regulatory framework) - competitive pressure to bring tarifs into line with costs, which will dramatically reduce prices for leased lines - encouraging innovation and experimentation allowing maximum flexibility combined with enhaced quality of service - particular stimulation of the use of infrastructure for multi-media and interactive services - significant growth opportunities for Europe's telecoms sector - allowing the development of various Pan-European and global alliances The most important benefit is the improvement of the competitiveness of European industry as whole.
