The sale, supply or transfer of key equipment and technology for the creation, acquisition or development of infrastructure projects in the following sectors in Crimea and Sevastopol, by nationals of Member States, or from the territories of Member States, or using vessels or aircraft under the jurisdiction of Member States, shall be prohibited whether or not originating in their territories:

Projects of common interest shall contribute to the development of the trans-European transport network through the creation of new transport infrastructure, through the rehabilitation and upgrading of the existing transport infrastructure and through measures promoting the resource-efficient use of the network.

18. observe l'importance stratégique de la région de la mer Noire, en tant que zone de production et de transport, pour diversifier et sécuriser l'approvisionnement énergétique de l'Union européenne; invite le Conseil et la Commission à envisager d'urgence une augmentation de leur soutien pratique à des projets d'infrastructures d'importance stratégique; renouvelle son soutien à la création de nouvelles infrastructures et de nouveaux couloirs de transports viables en diversifiant tant les fournisseurs que les itinéraires, comme par exemple le nouveau couloir énergétique transcaspien - trans-mer Noire et les pipelines Nabucco, Constanta-Trieste et AMBO, ainsi que les projets INOGATE (Interstate Oil and Gas Transport to Europe) et TRACECA (Transport Corridor Europe-Caucasus-Asia) reliant les régions de la mer Noire et de la mer Caspienne; demande que des analyses d'impact social et environnemental soient réalisées pour étudier l'impact de la construction de ces nouvelles infrastructures de transport;

Fifthly, we need specific European projects, not just national action plans: the creation of a European research framework, the creation of a European infrastructure, the creation of a European energy market, the creation of a European airspace, the creation of a European establishment and innovation offensive, the expansion of the European education programme.

In practice, Member States increasingly use public-private schemes, including design-build-finance-operate contracts, concessions and the creation of mixed-economy companies to ensure the delivery of infrastructure projects or services of general interest.
Dans la pratique, les États membres font de plus en plus appel à des régimes public-privé, y compris des contrats de type "Design-Build-Finance-Operate" (conception, construction, financement, exploitation), des concessions et la création de sociétés d'économie mixte, pour assurer la mise en oeuvre de projets d'infrastructure ou de services d'intérêt général.

Such a situation can create a degree of uncertainty for Community players that is likely to represent a genuine obstacle to the creation or success of PPPs, to the detriment of the financing of major infrastructure projects and the development of quality public services.

Following an initiative of the European Parliament (creation of a new budget line – pilot project « Fight against terrorism” – in the 2005 budget), the Commission took the decision on 15th September to allocate 7 Mio€ to finance a set of actions which will enhance European prevention, preparedness and response to terrorist attacks, including consequence management, critical infrastructure protection, terrorist financing, explosives and violent radicalisation.
En réponse à une initiative du Parlement européen (création d'une nouvelle ligne budgétaire – projet pilote «Lutte contre le terrorisme» - dans le budget 2005), la Commission a décidé, le 15 septembre 2005, d'accorder une enveloppe de 7 millions d'euros pour le financement d'un train de mesures qui amélioreront la prévention, la préparation et la réponse européennes aux attaques terroristes, y compris la gestion des conséquences, la protection des infrastructures critiques, ainsi que les actions dans le domaine du financement du terrorisme, des explosifs et de la radicalisation violente.
