Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. la directive couvrirait des cas de demandes d'indemnisation liées à des accidents provoqués par des véhicules immatriculés et assurés en dehors de l'Etat membre de la résidence de la victime cette catégorie des victimes aurait un droit d'action directe , c'est-à-dire le droit d'adresser leurs demandes d'indemnisation directement à l'assureur de la responsabilité civile automobile du personne responsable pour un accident chaque assureur en responsabilité civile automobile devrait désigner un représentant chargé du règlement des sinistres dans chaque Etat membre où il n' est pas établi; dans le cas où cette condition ne serait pas remplie, l'autorisation d'opérer dans cette branche ne serait pas accordée par l'Etat membre d'origine conformément aux règles établies par la troisième directive assurance non-vie (directive 92/49/CEE) chaque Etat membre devrait créer un mécanisme de sanctions afin d'accélérer la procédure d'indemnisation de la victime chaque Etat membre devrait créer un organisme d'information, chargé des questions relatives tant à l'identification du mandataire que, plus en général, sur toute question en matière d'assurance automobile chaque Etat membre devrait créer un organisme d'indemnisation pour les victimes "visiteurs étrangers".
