The Commission proposes three priorities for Europe’s information society and media policy to be achieved by 2010: creating a Single European Information Space; promoting innovation and investment in research into information and communication technologies (ICT); achieving an inclusive European information and media society.

Article 55 on “Information Society – Telecommunications and information technology” should be updated to take into account inter alia the evolution of technologies, the findings of the World Summit on Information Society and the interconnection of the EC and South Africa research networks.

(63) The adoption of this Directive will not prevent the Member States from taking into account the various social, societal and cultural implications which are inherent in the advent of the information society; in particular it should not hinder measures which Member States might adopt in conformity with Community law to achieve social, cultural and democratic goals taking into account their linguistic diversity, national and regional specificities as well as their cultural heritage, and to ensure and maintain public access to the widest possible range of information society services; in any case, the development of the information society is to ensure that Community citizens can have access to the cultural European heritage provided in the digital environment.
(63) L'adoption de la présente directive ne saurait empêcher les États membres de prendre en compte les différentes implications sociales, sociétales et culturelles inhérentes à l'avènement de la société de l'information. En particulier, elle ne devrait pas porter atteinte aux mesures destinées à atteindre des objectifs sociaux, culturels et démocratiques que les États membres pourraient adopter, conformément au droit communautaire, en tenant compte de leur diversité linguistique, des spécificités nationales et régionales ainsi que de leurs patrimoines culturels, et à assurer et à maintenir l'accès du public à un éventail le plus large possible de services de la société de l'information. Le développement de la société de l'information doit assurer, en tout état de cause, l'accès des citoyens de la Communauté au patrimoine culturel européen fourni dans un environnement numérique.

(50) It is important that the proposed directive on the harmonisation of certain aspects of copyright and related rights in the information society and this Directive come into force within a similar time scale with a view to establishing a clear framework of rules relevant to the issue of liability of intermediaries for copyright and relating rights infringements at Community level.

–adding value where necessary to local, national and crossborder initiatives promoting a better understanding, for instance through the dissemination of information, of the opportunities, benefits and possible risks of the Information Society, whether aimed at the general public or at specific target groups; –the gathering and dissemination of information on citizens' and users' needs with respect to Information Society services and applications; –the enhancement of the visibility to the general public and other interested parties on real projects being implemented to service their needs; –the monitoring of peoples' awareness and familiarization with the Information Society services and applications, in particular through the fostering of regular surveys and the integration of national surveys into a European picture; –the stimulation of the interest of industry, in particular small and medium-sized enterprises (SMEs), in providing services and applications that meet the needs expressed by citizens and users, for instance, through presentations of Information Society activities, networks, applications and concrete opportunities to be exploited; –the demonstration of potential impacts of the Information Society at regional level, including within its crossborder dimension, the promotion of exchange of relevant information between cities and regions; –the support for the Information Society Forum consisting of experts representing a broad range of interests from industry, academia, media, trade unions, consumer and user groups, advising the Commission on the challenges to overcome for the development of the Information Society; (b) measures to optimize the socio-economic benefits of the Information Society in Europe:
