Has already addressed the problematic of high carry-overs, the subsequent professional activities of the former Executive Director, the missing Declarations of Interests by a number of experts involved in the evaluation of medicinal products also mentioned in the Internal Audit Service follow-up report and the overdue decision by the Management Board to reform the payment system for services provided by Member States' authorities in its first opinion to the responsible committee; is of the opinion that the EMA has already made significant efforts to strengthen its internal procedures to assure the independence of its experts and its staff and has asked to be informed twice a year about the improved implementation of the measures taken in this regard;

(7) The European Community has already intervened in the field of audiovisual and information services in order to create the necessary conditions to ensure the free movement of television broadcasts and other information services, in compliance with the principles of free competition and freedom of expression and information, but it should act with greater determination in this area with the aim of setting up a legal framework and adopting measures to protect consumers from incitement to discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation and combating any such discrimination.
(7) La Communauté européenne est déjà intervenue dans le secteur des services audiovisuels et d'information afin de créer les conditions nécessaires à la garantie de la libre circulation des émissions de télévision et d'autres services d'information, dans le respect des principes de libre concurrence ainsi que de liberté d'expression et d'information, mais elle devrait agir avec plus de détermination dans ce domaine afin d'établir un dispositif juridique et d'adopter ainsi des mesures pour protéger les consommateurs contre l'incitation à la discrimination basée sur le sexe, la race ou l'origine ethnique, la religion ou les convictions, un handicap, l'âge ou l'orientation sexuelle, et pour combattre toute discrimination de ce type.

(1a) The European Community has already intervened in the field of audiovisual and information services in order to create the necessary conditions to ensure the free movement of television broadcasts and other information services, respecting the principles of free competition and freedom of expression and information, but it should intervene with greater determination in this area with the aim of laying down a set of legal provisions, also adopting measures to combat and protect consumers from incitement to discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation.

(17) The definition of information society services already exists in Community law in Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on information society services(21) and in Directive 98/84/EC of the European Parliament and of the Council of 20 November 1998 on the legal protection of services based on, or consisting of, conditional access(22); this definition covers any service normally provided for remuneration, at a distance, by means of electronic equipment for the processing (including digital compression) and storage of data, and at the individual request of a recipient of a service; those services referred to in the indicative list in Annex V to Directive 98/34/EC which do not imply data processing and storage are not covered by this definition.
