These systems include: the Union maritime information and exchange system, SafeSeaNet, providing integrated maritime services[8] inter alia for traffic monitoring (situational awareness) and to ensure the implementation of EU legislation, hosted by the European Maritime Safety Agency (EMSA) and managed by the Commission’s Directorate-General for Mobility and Transport (MOVE) together with EU/EEA Member States in the High Level Steering Group[9]; the Common Emergency Communication and Information System (CECIS) facilitating communication during maritime incidents and disasters managed by the Commission’s Directorate-General for Humanitarian Aid and Civil Protection (ECHO); the Vessel Monitoring System managed by Member States, the Data Exchange Highway (DEH) and the Fisheries Language for Universal eXchange (FLUX), managed by the Commission's Directorate-General for Maritime Affairs (MARE), supporting the Common Fisheries Policy; the Maritime Surveillance network (MARSUR) managed by the European Defence Agency (EDA) supporting the Common Foreign and Security Policy; the European Border Surveillance System (EUROSUR) improving the situational awareness and reaction capability of Member States and of the EU Border Agency (FRONTEX) at the external borders as well as the Secure Information Exchange Network Application (SIENA), the information exchange system of EUROPOL, and the Joint Research Centre's Blue Hub platform supporting EU RD in maritime surveillance and situational awareness and experimenting with new data sources previously untapped.

Europol should also be able to act as a service provider, in particular by providing a secure network for the exchange of data, such as the secure information exchange network application (SIENA), aimed at facilitating the exchange of information between Member States, Europol, other Union bodies, third countries and international organisations.

Further horizontal and structural criteria and conditions related to the exchange of expertise, information systems and eHealth tools should help developing, sharing and spreading information and knowledge and fostering improvements in the diagnosis and treatment of diseases within and outside the Networks and to collaborate closely with other centres of expertise and networks at national and international level. Interoperable and semantically compatible information and communication technology (ICT) systems would facilitate the exchange of health data and patients' information, and the establishment and maintenance of shared databases and registries.

(11) This Directive strengthens the importance of networks, such as the G8 or the Council of Europe's network of points of contact available on a twenty-four hour, seven-day-a-week basis. Such points of contact should be able to deliver effective assitance thus facilitating for example the exchange of available relevant information or provision of technical advice or legal information for the purpose of investigations or proceedings concerning criminal offences relating to information systems and associated data involving the requesting Member State.

4.4. When preparing day-ahead network operation, the TSOs shall exchange information with neighbouring TSOs, including their forecast network topology, the availability and forecasted production of generation units, and load flows in order to optimise the use of the overall network through operational measures in compliance with the rules for secure network operation.

I pulled out here, and in my explanatory statement, five or six specific projects: the Solvit network, which provides a mechanism for people who come up against barriers to the internal market to raise the issue with the Member State concerned; the Euphin programme, which enables authorities to exchange data on public health issues, including communicable diseases in a fast and secure way; Ploteus, a portal that supplies information on learning opportunities around Europe; TourNet, a system for linking tourism administrations so that they can share information about their own particular areas; and finally Transcards, a more local and focused programme, which allows citizens living on the French-Belgian border to use the health facilities of either Member State, regardless of which country they live in. They are all good, quotable examples of tangible benefits the IDA way.

Air traffic management systems and their constituents shall be designed, built, maintained and operated in such a way so as to ensure the seamless operation of the air traffic management network throughout the Community at all times and for all phases of flight. Seamless operation can be expressed, in particular, in terms of information exchange, common understanding of information, comparable processing performances and the associated procedures enabling common operational performances agreed for the whole or parts of the air traffic management network.

This proposal was then accepted by the French Presidency and the Swedish Presidency, which intend to establish this network of information and exchange of experiences and best practices to prevent crime through a proposal for a legislative initiative.
