Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. (21) In the interest of such injured parties, Member States should set up information centres to ensure that such information is made available promptly; those information centres should also make available to injured parties information concerning claims representatives; it is necessary that such centres should cooperate with each other and respond rapidly to requests for information about claims representatives made by centres in other Member States; it seems appropriate that such centres should collect information about the actual termination date of the insurance cover but not about the expiry of the original validity of the policy if the duration of the contract is extended owing to non-cancellation.
(21) Dans l'intérêt de ces personnes lésées, il convient que les États membres créent des organismes d'information pour garantir que cette information est disponible dans les meilleurs délais. Il convient que ces organismes d'information communiquent aussi aux personnes lésées des informations concernant les représentants chargés du règlement des sinistres. Il est nécessaire que ces organismes coopèrent entre eux et réagissent rapidement aux demandes d'information concernant les représentants chargés du règlement des sinistres qui leur sont présentées par des organismes d'information situés dans d'autres États membres. Il paraît approprié que ces organismes recueillent des informations concernant la date à laquelle la couverture d'assurance prend effectivement fin, mais non l'expiration de la validité initiale de la police si la durée du contrat est prolongée en cas de non-résiliation.

When information on an event or indications for such an event point to a potential public health threat, the competent public authorities in the Member State(s) concerned shall inform their counterparts in other Member States and the Commission without delay on the nature and scope of the potential threat and the measures they intend to take themselves or in association with other concerned Member States, the Commission or other parties.
Lorsque des informations concernant un événement ou des indications d'un tel événement donnent à penser qu'il existe une menace potentielle pour la santé publique, les autorités sanitaires compétentes de l'État membre ou des États membres concernés informent immédiatement leurs homologues des autres États membres ainsi que la Commission de la nature et de la portée de la menace potentielle et des mesures qu'elles entendent prendre elles-mêmes ou en association avec les autres États membres concernés, la Commission ou les autres partenaires.
