In the longer run, there is no reason why aircrafts should have sophisticated communication, navigation and automation, and not ships, trains or cars. New technologies coming to market in the near future will gradually provide new services to citizens and allow improved real-time management of traffic movements and capacity use, as well as the tracing and tracking of flows for environmental and security purposes. In addition to the obvious benefits to transport operators and clients, new systems will provide public administration with rapid and detailed information on infrastructure and maintenance needs. They will not only enhance driving comfort but also help to increase safety and security and to tackle wasteful transport patterns in the interest of environmental sustainability. The Galileo Supervisory Authority is being set up; the Galileo satellite system will be operational from 2010 and provide navigation signals to be combined with ground- or space-based communication. The development of a European open architecture will ensure interoperability and the flexible development of future applications for all transport modes.
À long terme, il n’y a pas de raison pour que les avions soient équipés de moyens de communication, de navigation et d’automatisation perfectionnés et que ce ne soit pas le cas pour les navires, les trains ou les voitures. Les nouvelles technologies commercialisées dans un avenir proche permettront de fournir progressivement de nouveaux services aux particuliers et d’assurer une meilleure gestion en temps réel du trafic et des capacités, ainsi que le suivi et le repérage des flux, à des fins de protection de l’environnement et de sûreté. En plus des avantages évidents pour les entreprises de transport et leurs clients, les nouveaux systèmes fourniront sans délai aux administrations publiques des informations détaillées sur les besoins en matière d’infrastructure et d’entretien. Ils ne vont pas seulement améliorer le confort de conduite mais contribueront aussi à augmenter la sécurité et la sûreté et à remédier aux situations génératrices de gaspillages dans les transports, dans l’intérêt d’un développement respectueux de l’environnement. With this Communication, the Commission is submitting to the Council, the European Parliament, the Economic and Social Committee and the Committee of the Regions (for information) the Fifth Report on the application of Directive 89/552/EEC,[1] as amended by Directive 97/36/EC,[2] “Television without Frontiers” (referred to below as “the Directive”).

The contact committee set up under the aegis of the Commission by Article 23 bis of the "television without frontiers" Directive plays a key role in the application of these provisions by the Member States and constitutes an ideal forum for exchanges of views and information between the Commission and the Member States and between the Member States themselves.

The evaluation committee or, where appropriate, the authorising officer responsible may ask an applicant to provide additional information or to clarify the supporting documents submitted in connection with the application, provided that such information or clarification does not substantially change the proposal.
