Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. When a Member State receives a request for consular protection from a person who claims to be an unrepresented citizen, or is informed of an individual emergency situation of an unrepresented citizen, such as listed in Article 9, it shall consult without delay the Ministry of Foreign Affairs of the Member State of which the person claims to be a national or, where appropriate, the competent embassy or consulate of that Member State, and provide it with all the relevant information at its disposal, including regarding the identity of the person concerned, possible costs of consular protection, and regarding any family members to whom consular protection may also need to be provided.

In this Resolution, the Parliament, amongst others, "suggests that the Commission should propose without delay to the Council (over and above the requirement for it to report every three years on Union citizenship pursuant to Article 22 of the EC Treaty) that common concepts and binding guidelines enabling common standards to be established in the field of consular protection be adopted; calls on the Commission to intensify its communication and information efforts, in particular by establishing a single European emergency telephone number for inclusion in the passports of Union citizens together with the text of Article 20 of the EC Treaty, enabling any Union citizen to be connected to a call centre which will provide him with comprehensive information in the event of a critical situation triggering the consular protection process in particular an up-to-date list of contact details for the Member States' embassies and consulates to which he is entitled to apply; the number could be administered on a central basis in Brussels; calls on the Commission to submit to it, once the Lisbon Treaty has been ratified, a proposal for amending Decision 95/553/EC, so that it expressly includes: diplomatic protection; the identification and repatriation of mortal remains; simplification of the procedures for advancing money".

agrees on the necessity to regularly update the selected information topics and the underpinning communication strategies in line with the information needs of citizens as identified, inter alia, in opinion polls and surveys; underlines, in the context of the “Future of Europe” priority topic, the need for Member States and Institutions to deploy major efforts to ensure that European citizens are well-informed about the future Treaty establishing a Constitution for Europe; invites Member States and the Commission to implement special communication actions aimed at addressing the information needs of all schools students; considers that the objectives and content of campaigns on ”Enlargement” should be redefined and adapted in the light of the accession of the ten new Member States; stresses the need to put greater emphasis on the ”Area of Freedom, Security and Justice” by increasing budgetary allocations and by undertaking joint information initiatives on aspects of particular relevance to citizens like the fight against crime and terrorism; attaches great importance to the “Role of Europe in the World”, including the need to inform citizens on ESDP, especially in connection with the missions being carried out under that policy; calls for interested Member States and Institutions to consider co-ordinated activities in this regard in the forthcoming years; urges strongly that budgetary allocations and personnel resources for priority topics under the PRINCE programme should be consistent with the communication challenges ahead, at both institutional and local level; underlines the need to facilitate effective co-operation between Member States and the Commission's Representations in the Member States; recommends the future regrouping of the PRINCE budget in a single budget line in order to make the best use of available funds; shares the Commission's view that PRINCE should continue to be based on partnership between Commission and Member States; consider ...
