Welcomes the recently adopted framework law on waste management and calls on Hungary to continue its legal harmonisation work in this field as quickly as possible; takes the view that the hazardous industrial waste bill approved by the Hungarian Parliament on 23 May 2000 should be applied as a matter of urgency;

The intent of these amendments is to not only ensure there is no nuclear waste imported into Canada that would be addressed by this bill but also to give the minister — the designated minister in the bill being the Minister of National Resources — the ability that, as new technology is developed, not to be limited to just those options that will be put before him and that are in the bill by the waste management organization, an organization not at arm's length from the government and totally under the jurisdiction of the nuclear fuel industry.

The issues relate to the information access mechanism of the bill, the proposed establishment of a waste management organization to be run by the owners of the nuclear fuel waste industry, the lack of clear provisions preventing Canadian owners from bringing waste generated outside Canada back to this country for disposal, and transparency and accountability of the proposed management model.
Ces problèmes ont trait au mécanisme d'accès à l'information du projet de loi, à l'établissement proposé d'un organisme de gestion des déchets dont la responsabilité serait confiée aux propriétaires des déchets de combustible nucléaire, au manque de dispositions claires empêchant les propriétaires canadiens d'importer au pays, pour fins d'élimination, des déchets produits à l'extérieur du Canada, ainsi qu'à la transparence et au processus de reddition de comptes du modèle de gestion proposé.

Therefore, I would support the need for an amendment to the bill to allow for the establishment of an independent commission to handle the long-term management of spent nuclear fuel, rather than the current model proposed in the bill that allows for an industry-led corporation to oversee its own waste management organization.
Je serais donc en faveur d'amender le projet de loi pour prévoir la création d'une commission indépendante chargée de la gestion à long terme du combustible épuisé, au lieu du modèle que propose le projet de loi dans sa forme actuelle et qui permet à une société issue de l'industrie de surveiller son propre organisme de gestion des déchets.
