While extensive data and analysis on industrial research investment and innovation performance are available in the Member States, data availability and comparability at company and sector level need to be improved in order to better understand the factors driving investment trends, identify upcoming challenges, and anticipate barriers to, and opportunities for, improving research and innovation investment.

Following the goal set at the Barcelona European Council that RD investments in the EU should be increased, with the aim of approaching 3% of GDP by 2010, the Commission, in a recent Communication [23], has emphasised the need to establish framework conditions that are more conducive to private investment in RD, as well as to ensure a better use of public financing of industrial research.
Conformément à l'objectif fixé au Conseil européen de Barcelone concernant l'accroissement de l'investissement de RD dans l'UE, qui doit se rapprocher d'un niveau de 3 % du PIB d'ici à 2010, la Commission, dans une récente communication [23], a souligné la nécessité d'établir des conditions-cadres plus propices à l'investissement privé dans la RD et d'assurer un meilleur usage du financement public de la recherche industrielle.
