The Presidency would like to state that the European Council of 15-16 June 2006 asked the incoming Finnish Presidency “to explore, in close collaboration with the Commission, the possibilities of improving decision-making and action in the area of Freedom, Security and Justice on the basis of existing treaties”.

3. Welcomes the reference in the above mentioned Commission communication to the Common Basic Principles (CBPs); is of the firm belief that the CBPs represent a sound set of recommendations which should be the foundation of EU integration policy; regrets that Member States have failed to follow up the CBPs in any meaningful way since their adoption in 2004; calls on the incoming Finnish Presidency to put the CBPs back at the heart of the agenda, especially those principles relating to employment (no. 3), interaction (no. 7) and participation (no. 9);
3. se félicite de ce qu'il est fait mention, dans la communication précitée de la Commission, de principes de base communs (PBC); se déclare profondément convaincu que ces principes représentent un ensemble solide de recommandations qui devraient être à la base de la politique de l'UE en matière d'intégration; regrette que les États membres n'aient pas observé ces principes de manière significative depuis leur adoption en 2004; invite la prochaine présidence finlandaise à réinscrire les principes de base communs à l'ordre du jour, en particulier ceux afférents à l'emploi (n° 3), à l'interaction (n° 7) et à la participation (n° 9);

This determination to make progress was confirmed by the June 2006 European Council conclusions, which call upon the incoming Finnish Presidency to explore, in close cooperation with the Commission, the possibility of improving decision-making and action in the area of freedom, justice and security, on the basis of existing treaties.
Cette volonté d’aller de l’avant a été confirmée par les conclusions du Conseil européen de juin 2006, lesquelles appellent la future présidence finlandaise à étudier, en étroite collaboration avec la Commission, la possibilité d’améliorer le processus décisionnel et l’action dans le cadre de l’espace de liberté, de justice et de sécurité sur la base des traités existants.

We also welcome further ratifications, as from the Estonian Parliament recently, and as we have heard being announced from the incoming Finnish Presidency.
