Welcomes the conclusion of the negotiations on the Schengen Governance Package; calls on the Commission to play its role fully as coordinator of the Schengen evaluations and as guardian of the Treaties, in order to avoid any situation that could endanger the functioning of the Schengen area; recalls that the Schengen area depends on mutual trust and that each Member State fulfils its obligations, including the control of external borders, in accordance with the provisions of the Schengen Borders Code, comprising also the use of available technologies; highlights the importance of tackling trafficking and smuggling at borders, including the trafficking of migrants; reiterates its position that the Schengen area should, without further delay, be enlarged to include Romania and Bulgaria;

One right step in this direction is the immediate enlargement of the Schengen area to include Romania and Bulgaria.

In the case of nationals of Member States who were trained as a nurse responsible for general care in Romania and whose training does not satisfy the minimum training requirements laid down in Article 31, Member States shall recognise the following evidence of formal qualifications as a nurse responsible for general care as being sufficient proof, provided that that evidence is accompanied by a certificate stating that those Member State nationals have effectively and lawfully been engaged in the activities of a nurse responsible for general care in Romania, including taking full responsibility for the planning, organisation and carrying out of the nursing care of patients, for a period of at least three consecutive years during the five years prior to the date of issue of the certificate:

– (RO) The future extension of the Schengen area to include Romania will increase the importance of ensuring the security of Romania’s external borders and, therefore, the role of the FRONTEX agency in Romania.

The communication also explains the budgetary constraints, and in particular the commitments already entered into which cannot be ignored, such as direct aid to agriculture (fixed until 2013), cohesion policy for the enlarged EU, future enlargement to include Romania and Bulgaria, and the Lisbon and Göteborg strategies.
