Alongside these measures, steps should be taken to break down the divisions between the Community and national levels by improving coordination and the exchange of information between the Commission and national authorities. This should be done by appointing "transposition and application" correspondents to make it easier to monitor the transposition of Community law; by ensuring ongoing evaluation of how directives and regulations have been applied in practice; by improving feedback from Member States; and by exchanging good practice such as legislative impact assessments and consultation standards.
Parallèlement, afin de décloisonner les niveaux communautaire et national, il conviendrait d'établir une meilleure coordination et un échange d'informations entre la Commission et les administrations nationales, par le biais de correspondants « transposition et application », pour un meilleur suivi des transpositions, une évaluation permanente de l'application concrète des directives et règlements, permettre un meilleur feed-back des Etats membres, et enfin échanger les bonnes pratiques, par exemple les analyses d'impact législatives et les normes de consultation.

7. Believes that the implementation of the Lisbon Treaty is an opportunity to revise the institutional architecture of the European Commission and improve the division of competences between its Directorate General for Development (DG DEV) and its Directorate General for External Relations (DG RELEX), aimed at increasing efficiency and coherence, namely by making DG DEV responsible for all development cooperation policies and programmes in all geographical areas (not only ACP, but also countries which are beneficiaries of the Development Cooperation Instrument) and by incorporating EuropeAid into DG DEV; in this context, calls for increased cooperation between DG DEV and DG RELEX to pursue the overarching goals of EU external action;

In this regard the committee urges the Commission to submit to the IGC proposals for improving the division of all powers between EU institutions and Member States in the field of health protection and consumer protection so that the principle of solidarity cannot in future be misused for the purposes of recriminations concerning each others' failings.The proposal is also to define clearly the responsibility for the comprehensive monitoring of the performance of statutory tasks.
