With a view, then, to making maximum use of the resources available, increasing the economic spin-offs and thus helping to make European industry more competitive and enhance the quality of life, this framework programme will give priority, in the light of the conclusions of the Edinburgh European Council, to ensuring: - greater integration between national and Community RTD activities, in particular by means of improved coordination of Member States' participation in major international projects and with the research conducted by various European organizations (ESA, CERN, etc.); - closer cooperation between Community RTD activities and those carried out under EUREKA, with particular emphasis on strategic projects which combine the development of key technologies with research which is close to the market; - greater concentration of RTD activity within each sector on a smaller number of problems and generic technologies with a multi-sector impact, particularly in the field of industrial technologies, but also in the field of life sciences and technologies. For the first time research will be conducted in a structured fashion on transport, the problems linked to evaluating technologies, and social issues; - improved dissemination of research findings, in particular to SMEs (networks, European infrastructure for technology transfer, etc.) in order to improve the record of European companies in translating scientific breakthroughs into commercial success.
Ainsi, en vue d'optimaliser l'utilisation des ressources disponibles, d'en augmenter les retombées économiques et par là de contribuer au renforcement de la compétitivité du système industriel européen et l'amélioration de la qualité de la vie, ce IVème Programme Cadre visera en priorité, à la lumière des conclusions du Conseil européen d'Edimbourg, à assurer : - une plus grande intégration des actions nationales et communautaires de RDT, notamment par une meilleure coordination de la participation des Etats membres aux grands projets internationaux, et une plus grande articulation des actions de recherche conduites par diverses organisations européennes (ESA, CERN, etc); - une coopération plus étroite entre les actions communautaires de RDT et celles menées dans le cadre d'EUREKA, notamment pour la réalisation de projets stratégiques combinant le développement de technologies clés et de recherches proches du marché; - une concentration accrue, à l'intérieur de chaque domaine, des actions de RDT sur un nombre réduit de problèmes et technologies génériques à impact multisectoriel, en particulier dans le domaine des technologies industrielles mais aussi dans celui des sciences et technologies du vivant; pour la 1ère fois des recherches seront menées de façon structurée dans le domaine des transports ainsi que sur des problèmes liés à l'évaluation de la technologie et à des questions de société; - une amélioration de la diffusion des résultats de la recherche, en particulier auprès des PME (réseaux, infrastructure européenne pour le transfert de technologies,etc), pour pallier à la faiblesse des entreprises européennes à transformer les percées scientifiques en réussites commerciales.
