Definition: A disorder characterized by deliberate weight loss, induced and sustained by the patient. It occurs most commonly in adolescent girls and young women, but adolescent boys and young men may also be affected, as may children approaching puberty and older women up to the menopause. The disorder is associated with a specific psychopathology whereby a dread of fatness and flabbiness of body contour persists as an intrusive overvalued idea, and the patients impose a low weight threshold on themselves. There is usually undernutrition of varying severity with secondary endocrine and metabolic changes and disturbances of bodily function. The symptoms include restricted dietary choice, excessive exercise, induced vomiting and purgation, and use of appetite suppressants and diuretics.

immediately impose an official moratorium on executions with a view to abolishing the death penalty, and commute all death sentences to imprisonment; stresses the importance of the EU’s continuous assistance to South Sudan with a view to providing capacity-building for the country’s public administration and law enforcement authorities, creating and sustaining an effective civil society and promoting good governance; urges the EU to press for the ratification of key international human rights treaties by South Sudan and assist the country’s authorities in their implementation; condemns the reported abuses against civilians by the military forces in the demilitarisation process, and calls on the South Sudanese Government to conduct an independent investigation into the events in order to hold the soldiers involved accountable and ensure reparations for the victims;

45. Is concerned at the resurgence of violence in Jonglei state in South Sudan, which is jeopardising the progress made on re-establishing peace and security in the region; supports the investigation requested by UNMISS, and calls for those responsible for the violence to be punished; calls on the Government of South Sudan to: (i) take the necessary steps to strengthen its international and national human rights framework, including by reconfirming its obligations under the international human rights treaties to which Sudan was party at the time of South Sudan’s independence, while withdrawing any reservations to them, and becoming party, without reservations, to other key international human rights treaties; (ii) immediately swear in members of the Investigation Committee into the Jonglei State Crisis and provide them with the necessary resources to carry out an independent, full and impartial investigation; (iii) immediately impose an official moratorium on executions with a view to abolishing the death penalty, and commute all death sentences to imprisonment; stresses the importance of the EU’s continuous assistance to South Sudan with a view to providing capacity-building for the country’s public administration and law enforcement authorities, creating and sustaining an effective civil society and promoting good governance; urges the EU to press for the ratification of key international human rights treaties by South Sudan and assist the country’s authorities in their implementation; condemns the reported abuses against civilians by the military forces in the demilitarisation process, and calls on the South Sudanese Government to conduct an independent investigation into the events in order to hold the soldiers involved accountable and ensure reparations for the victims;

3. Is of the opinion that the EU should follow the example of the United States in enacting the Sergei Magnitsky Rule of Law Accountability Act of 2012 and adopt similar legislation at EU level, as an emblematic and operational framework establishing the link between corruption and breaches of human rights; calls, therefore, on the Council to adopt a decision establishing a common EU list of officials involved in the death of Sergei Magnitsky, in the subsequent judicial cover-up and in the ongoing and sustained harassment of his family; adds that this Council Decision should impose targeted sanctions on those officials, such as an EU-wide visa ban and a freezing order on any financial assets that they or their immediate family may hold inside the European Union; calls on the Commission to draw up an action plan, with a view to creating a mechanism for listing and imposing similar targeted sanctions against officials of third countries (including police officers, prosecutors and judges) involved in grave human rights violations and judicial ‘ manipulations’ against whistleblowers, journalists reporting on corruption and human rights activists in third countries; stresses that criteria of inclusion on the list should be built up on the basis of well-documented, converging and independent sources and convincing evidence, allowing for mechanisms of redress for those targeted;
3. est d'avis que l'Union européenne devrait suivre l'exemple des États-Unis, qui ont adopté la loi Sergueï Magnitski en 2012, et introduire une législation similaire au niveau de l'Union, en tant que cadre emblématique et opérationnel établissant le lien entre la corruption et les violations des droits de l'homme; invite dès lors le Conseil à adopter une décision établissant une liste européenne commune des fonctionnaires impliqués dans la mort de Sergueï Magnitski, la dissimulation judiciaire ultérieure et harcèlement continu et constant de sa famille; ajoute que cette décision du Conseil devrait imposer des sanctions ciblées à ces fonctionnaires, comme une interdiction de visa à l'échelle européenne et le gel de tous leurs avoirs financiers éventuels et de ceux de leurs proches immédiats à l'intérieur de l'Union européenne; invite la Commission à élaborer un plan d'action en vue de créer un mécanisme recensant, d'une part, les fonctionnaires de pays tiers (notamment des policiers, procureurs et juges) impliqués dans des violations graves des droits de l'homme et dans des «manipulations» judiciaires contre les dénonciateurs d'abus, les journalistes dénonçant la corruption et les militants des droits de l'homme dans les pays tiers et imposant, d'autre part, des sanctions ciblées similaires à leur encontre; souligne que les critères d'inscription sur la liste ainsi créée devraient reposer sur des sources bien documentées, convergentes et indépendantes, et sur des preuves convaincantes, ainsi que prévoir des mécanismes de recours pour les personnes visées;

23. Notes that the US State Department and the UK Foreign Office decided in 2011 to impose visa bans on some 60 Russian officials believed to be connected to the death of Sergei Magnitsky as a result of Russian authorities' inaction; in the absence of positive moves towards the investigation of the case of Sergei Magnitsky, calls once again on the Council to insist on the fact that the Russian authorities bring those responsible to justice and urges at the same time the Council to immediately impose in all EU Member States visa bans and asset freezes on the Russian government officials who were involved in the tax fraud and on those who played a role in Magnitsky's false arrest, torture, denial of medical care and murder in custody as well as the cover up of the crime;
23. relève la décision prise en 2011 par le département d'État des États-Unis et le Foreign Office britannique, à la suite de l'inaction des autorités russes, d'imposer une interdiction de visa à une soixantaine de fonctionnaires russes qui auraient été impliqués dans la mort de Sergueï Magnitski; réitère, face à l'absence d'avancées dans l'enquête sur l'affaire Magnitski, l'appel lancé au Conseil pour qu'il insiste auprès des autorités russes afin qu'elle traduise les responsables en justice et prie également le Conseil d'imposer immédiatement, dans tous les États membres de l'Union, des interdictions de visas ainsi que le gel des actifs des fonctionnaires du gouvernement russe qui ont été impliqués dans des affaires de fraude fiscale et de ceux qui ont joué un rôle dans l'arrestation, sans motif, de Sergueï Magnitski, qui l'ont torturé, privé de soins médicaux, assassiné pendant sa détention ou qui ont couvert les coupables de ce crime;

When travellers do not comply with this demand, officials threaten to keep their vehicles waiting at the border for a long time. I was able to see for myself how police and customs officials imposed arbitrary and unjustified fines and charges of between EUR 70 and 200 per vehicle after carrying out unnecessary checks. This behaviour is in stark contravention of the rules and procedures which the EU expects applicant countries to observe.
J’ai pu moi-même me convaincre, à l’occasion de contrôles absurdes, que les fonctionnaires de police et des douanes, appliquent des sanctions et taxes arbitraires et dépourvues de fondement, oscillant entre 70 et 200 € par voiture. Ce comportement est en contradiction flagrante avec les règles et procédures qui ont été posées comme conditions préalables aux candidats à l’adhésion à l’Union européenne.
