I would like to ask the government House leader if he would consider calling that business tomorrow so that we can adopt this very important and urgent motion for Canadians suffering from hepatitis C. I would then also like to ask what we can expect from the government for tomorrow and the week following the break we are taking to honour all of those who served Canada.

J'aimerais demander au leader du gouvernement à la Chambre s'il envisage de mettre cette question à l'étude demain, pour que nous puissions adopter cette très importante et urgente motion dans l'intérêt des Canadiens qui sont atteints de l'hépatite C. J'aimerais également savoir ce que le gouvernement nous réserve pour demain et la semaine qui suivra la pause que nous prendrons en l'honneur de tous ceux qui ont servi le Canada.

I believe that these principles are particularly important for the future, and I will be pleased if we can congratulate Mrs Niebler on the adoption of this very important report tomorrow, because she really has done sterling work.

The report itself is sound because it conveys the key messages without going so far as to anticipate the work of the fundamental rights convention. I therefore nurture the hope that tomorrow in plenary sitting, this report will be adopted in the form we in the Committee on Citizens’ Freedoms and Rights drafted it in. However there is one point which I would like to be amended. I have tabled an amendment to this effect on behalf of my group. It concerns the question, raised repeatedly today, as to whether the European Union should sign up to the European Convention on Human Rights. This was an important goal in the past. It was an important and appropriate goal in the past precisely because there was no intention, at that stage, to create our own, autonomous catalogue of fundamental rights at European Union level; viewed in this light, it was far better to have that, as a second-best solution, than nothing at all.
- (DE) Monsieur le Président, les rapporteurs Duff et Voggenhuber et la commission des affaires constitutionnelles ont fait du bon travail. Le rapport est bon en tant que tel car il transmet les messages cruciaux sans pour autant anticiper sur le travail de la Convention. Je caresse donc l'espoir que demain, l'Assemblée plénière votera ce rapport tel que nous l'avons élaboré en commission des droits fondamentaux. Il est toutefois un point à propos duquel je souhaiterais une modification. J'ai d'ailleurs introduit, au nom de mon groupe, une proposition d'amendement à ce propos. Elle concerne le thème, plusieurs fois abordé aujourd'hui, de l'adhésion de l'Union européenne à la Convention européenne des droits de l'homme. Cette adhésion à la Convention était un objectif important dans le passé. C'était un objectif important et justifié dans le passé, aussi longtemps qu'il n'y avait pas de perspective de création d'un catalogue des droits fondamentaux propre à l'Union européenne. De ce point de vue, cette solution de second choix était bien meilleure que rien du tout.

I should explain that the impetus for that amendment, the one that amends the Auditor General Act, is a direct result of a letter that the Auditor General wrote to me asking that we make that amendment, please, in order to correct an oversight in the situation that I described earlier: If the commissioner were to report to Parliament today and something that the commissioner thought was really important arose tomorrow, he or she could not report to Parliament on that matter for a year, without this amendment.
