Article 139(2) states that the Community level agreements "shall be implemented" (emphasis added), which implies that there is an obligation to implement these agreements and for the signatory parties to exercise influence on their members in order to implement the European agreement.

step up the protection of intellectual property rights internationally; promote the inclusion, in bilateral and multilateral agreements concluded by the European Union, of measures on intellectual property rights, with due regard for the acquis communautaire, and help to enforce those measures; take an active part in negotiations for the conclusion of a plurilateral anti-counterfeiting trade agreement, including by seeking to secure the creation at such time of a task force with the remit of scrutinising implementation of the agreement; promote the issue in dialogue between the European Union and third countries and in the context of cooperation activities with third countries.

The Union should ensure systematic inclusion of Human Rights and democracy issues in all dialogues taking place on an institutionalised basis: within the format of the Association Councils (Ministerial level) and Association Committees (Senior Official level) that monitor the implementation of the Agreements, and in other political dialogue formats such as the Troika.

(6) Wheras Community fishermen fish tuna stocks in the Area of the Agreement and whereas it is in the Community's interest to play an effective role in the implementation of the Agreement; whereas under Article XIV of the Agreement, the Inter-American Tropical Tuna Commission (IATTC) is to have an integral role in coordinating the implementation of the Agreement and whereas many implementing measures will be adopted within the framework of IATTC; whereas it is therefore necessary for the Community to accede to the Agreement simultaneously with its accession to the IATTC;
(6) considérant que des pêcheurs de la Communauté pratiquent la pêche sur les stocks de thons de la zone visée par l'accord et qu'il est dans l'intérêt de la Communauté de jouer un rôle effectif dans la mise en oeuvre de l'accord; que, conformément à l'article XIV de l'accord, la Commission interaméricaine du thon des tropiques (CITT) doit jouer un rôle de premier plan dans la coordination de la mise en oeuvre de l'accord et que de nombreuses mesures de mise en oeuvre seront adoptées dans le cadre de la CITT; qu'il est, dès lors, nécessaire que la Communauté adhère à l'accord en même temps qu'à la CITT;
