For better protecting of consumers, workers and the environment, the European Commission proposes today a number of concrete actions to improve the implementation of REACH.

The managing authority and the Commission, with the participation of the regional administrations concerned, looked at the main results of the first year of implementation and reached a number of conclusions concerning improvements to the implementation, monitoring and inspection of assistance which were sent to the managing authority early in 2002.

S. whereas the fundamentally different nature of the US Toxic Substances Control Act (TSCA), adopted in 1976, as compared with REACH, adopted in 2006, is commonly accepted; whereas for that reason, the negotiations on the TTIP do not intend to harmonise the two systems; whereas, however, the negotiations concern future cooperation concerning the implementation of REACH; whereas, given the strongly diverging views on risk governance of chemicals and the fundamental and sustained opposition of the US to REACH, there are no benefits in cooperating on the implementation of these diverging laws, all the more since implementation is far from being a merely technical or uncontroversial exercise;

Calls on the Commission and Member States to take due account of the simultaneous implementation of the Community strategy and the REACH Regulation: the strategy should seek to complement the REACH Regulation on protection against chemical hazards and should take advantage of the opportunity to enhance preventive action against chemical hazards at the workplace in connection with the implementation of REACH;
10. invite la Commission et les États membres à tenir compte de la concomitance entre l'application de la stratégie et le règlement Reach et du fait que la stratégie doit être axée sur la complémentarité avec Reach concernant la protection contre les risques chimiques et tirer parti de l'occasion qui s'offre d'améliorer la prévention des risques chimiques sur le lieu de travail dans le cadre de la mise en œuvre de Reach;

Calls on the Commission and Member States to take due account of the simultaneous implementation of the Community strategy and the REACH Regulation: the strategy should seek to complement the REACH Regulation on protection against chemical hazards and should take advantage of the opportunity to enhance preventive action against chemical hazards at the workplace in connection with the implementation of REACH;

· Finally, the Commission will continue to monitor the administrative costs of implementation of REACH by SMEs and the quantity and quality of technical and legal support for SMEs provided by responsible implementing institutions.
· Enfin, la Commission continuera à surveiller les coûts administratifs supportés par les PME pour la mise en œuvre de REACH ainsi que l’ampleur et la qualité du soutien technique et juridique apporté aux PME par l’institution responsable chargée de la mise en œuvre.

Effective communication and collaboration between them as well as with the Commission and other stakeholders is a key success-factor for smooth and unified implementation of REACH.
