The Western Balkan countries have established National Investment Committees that have elaborated draft single project pipelines which will need to become credible planning and prioritisation mechanisms ensuring that the countries have the budgetary resources and fiscal space to take up the necessary loan financing to get all the projects implemented on time.

It was agreed, That the Sub-Committee meet with the Canadian Lawyers Association for International Human Rights to discuss conflict in the Western Sahara; and the Inter-Church Committee on Human Rights in Latin America to discuss human rights in Mexico; and that further, the Sub-Committee convene a meeting to discuss options for future substantive studies of the Sub-Committee.

Pursuant to Standing Order 108(2), the Sub-Committee proceeded to consider the conflict in the Western Sahara Region.

110. Welcomes efforts to improve the documentation of alleged human rights abuses in Western Sahara, in particular through the institution of the CNDH, with offices in Laayoune and Dakhla, as recognised by the UN; notes the positive work of the CNDH and calls on the Moroccan Government to help strengthen its independence and remit, and to ensure the implementation of its recommendations; encourages, moreover, the CNDH to increase its efforts to build relationships with those Sahrawis who are hostile to Moroccan rule and to guarantee adequate follow-up to complaints; welcomes Morocco’s adoption in 2012 of three of the five UN Human Rights Council recommendations on the human rights situation in Western Sahara, and calls on it to adopt the remaining two; welcomes, furthermore, Moroccan invitations to ad-hoc international delegations, including the UNSR on torture, and the fact that those invitations were accepted; urges the Moroccan authorities to give authorisation for fact-finding missions to be conducted by other international organisations, such as the African Commission on Human and Peoples’ Rights and the European Parliament; urges all relevant parties to continue such engagement with UN human rights bodies; supports the creation of an official MINURSO-ICRC mission in the area of Fadret Leguiaa in order to proceed with the exhumation and the restitution of remains to families, following the discovery of common graves by the investigation team of the University of the Basque Country;

Urges the Commission and Council to freeze the Association Agreement between the EU and the Kingdom of Morocco; calls on the Commission and the Council to make every progress in the implementation of the Advanced Status conditional on the fulfilment by the Kingdom of Morocco of its international obligations regarding Western Sahara, with particular reference to the holding of a referendum on self-determination in Western Sahara;
4. invite instamment la Commission et le Conseil à geler l'accord d'association entre l'Union européenne et le Royaume du Maroc; invite la Commission et le Conseil à veiller à ce que toute avancée dans la mise en œuvre du statut avancé soit subordonnée au respect, par le Royaume du Maroc, de ses obligations internationales à l'égard du Sahara occidental, notamment en ce qui concerne l'organisation d'un référendum sur l'autodétermination au Sahara occidental;
