La mise en œuvre de ce volet a comporté la création d'un mécanisme financier multisectoriel multibénéficiaires en faveur des projets d'infrastructure, qui soutient les institutions des pays bénéficiaires aux niveaux national, régional et municipal, afin de préparer et de mettre en œuvre les projets d'investissement dans l'infrastructure financés par les IFI et/ou les autres donateurs.

The implementation of this strand will thus include the setting up of a multi-sector multi-beneficiary Infrastructure Projects Facility, which will support Beneficiary institutions at national, regional and municipal level to prepare and implement infrastructure investment projects financed by International Financial Institutions and or other donors.
La mise en œuvre de ce volet comprend par conséquent la mise en place d’un mécanisme financier multisectoriel et multibénéficiaires pour les projets d’infrastructure qui aidera les institutions bénéficiaires au niveau national, régional et municipal à préparer et mettre en œuvre les projets d’investissement dans l’infrastructure financés par les institutions financières internationales et/ou d’autres bailleurs de fonds.

Actual implementation progress on the ground requires, as with any major public infrastructure investment, very detailed preparations, including tender dossiers, and procedures (with the strict application of Community procurement rules).
De véritables progrès dans la mise en oeuvre sur le terrain requièrent, comme c'est le cas pour tout investissement majeur dans une infrastructure publique, une préparation très soigneuse, comprenant des dossiers d'appel d'offres et des procédures (respectant scrupuleusement les règles communautaires applicables aux marchés publics).

As for removing barriers to investment, the Commission has already tabled concrete initiatives to help support investment and facilitate the financing of the real economy, such as lowering capital charges for insurance and reinsurance companies as regards infrastructure investments.In addition, the Energy Union, the Capital Markets Union, the Single Market and the Digital Single Market Strategies, as well as the Circular Economy package all contain specific measures that will remove barriers, promote innovation and further improve the environment for investment, if fully implemented.

Maintains that strategic planning should be laid down for blue economy activities, as should forms of direct financing and an action plan, in order to galvanise this sector into life by 2020; considers that each of the activities singled out should encompass specific ideas on subjects ranging from research cooperation through infrastructure investment and cooperation arrangements, which Member States should be called upon to implement by making use of EU funds, financing from the European Investment Bank (EIB), and private-sector involvement, following the practices applied under or using the European Fund for Strategic Investments, whose aim is to foster significant infrastructure investments and ensure the financing of innovative projects; thus asks the Commission to add the development of the blue economy as one of the requirements to be met for a project to be eligible for access to the European Strategic Investment Fund;

Notes the importance of aligning the pace of investment in energy infrastructure with that of investment in energy sources; stresses that modernising the existing energy infrastructure and building new, intelligent and flexible infrastructure at all grid levels for the generation, transmission (especially via cross-border gas and electricity interconnectors), distribution and storage of energy, for both heat and electricity, is essential for a stable, well-integrated and well-connected energy market with diversified sources of supply, in which any negative effects, such as unplanned power flows, are avoided; emphasises that large-scale investments should be made in parallel with investments in regional or even local networks; stresses that infrastructure investments aimed at achieving such objectives should be granted EU support at each stage of their implementation in line with new guidelines for trans-European energy infrastructure, and should be supported by the Connecting Europe Facility, which is aimed at accelerating investment in the field of trans-European networks of trans-European importance and leveraging funding from both the public and private sectors; highlights the need to support coherent, efficient and better-coordinated permit granting regimes for infrastructure investment across the EU; notes that, in connection with the use of smart technologies, data protection issues must also be taken into account;

– (HU) Mr President, ladies and gentlemen, In spite of the great uncertainties regarding the implementation of investment projects for energy industry infrastructures, added to the serious difficulties caused currently by the economic and credit crisis for investment plans in the energy sector, we must see clearly that the key factor in the new European energy policy, which is aimed at guaranteeing a secure supply while alleviating the effects of climate change and maintaining competitiveness, is to invest heavily in the coming years in energy industry infrastructures in the European Union.
– (HU) Madame la Présidente, chers collègues, malgré les grandes incertitudes concernant la mise en œuvre des projets d’investissement dans les infrastructures énergétiques, ajoutées aux sérieuses difficultés engendrées actuellement par la crise économique et le resserrement du crédit pour les projets d’investissement dans le secteur énergétique, nous devons prendre clairement conscience du fait que le facteur essentiel de la nouvelle politique énergétique européenne, qui vise à garantir la sécurité de l’approvisionnement tout en atténuant les effets du changement climatique et en maintenant la compétitivité, consiste à investir massivement, dans les années à venir, dans les infrastructures énergétiques des l’Union européenne.

This will bring forward existing funds that would have been reallocated by the mid-term review of the multi-annual TEN-T programme in 2010; In parallel, the EIB will significantly increase its financing of climate change, energy security and infrastructure investments by up to € 6 bn per year, while also accelerating the implementation of the two innovative financial instruments jointly developed with the Commission, i.e. the Risk Sharing Finance Facility to support RD and the Loan Guarantee Instrument for TEN-T projects to stimulate greater participation of the private sector; The EBRD will more than double its efforts for energy efficiency, climate change mitigation and financing for municipalities and other infrastructure services.
Grâce à ces fonds, les travaux de construction pourraient débuter avant la fin 2009. What would Galicia's situation be in the infrastructure investment plan drawn up – according to media reports – by the former Belgian Commissioner Karel van Miert in agreement with the Commission and the Italian Presidency, based on the construction of 45 major projects with investment amounting to EUR 600 billion in the years up to 2020, bearing in mind the level of investments and the schedule for the implementation of projects, particularly as regards the high-speed railway which is to link Galicia with the centre of Europe through the central Spanish plateau, and at the same time provide a direct link with Portugal?
Quelle serait la place de la Galice dans le plan d'investissements en infrastructures préparé par l'ex-commissaire belge Karel van Miert en accord avec la Commission et avec la présidence italienne - d'après les médias -, reposant sur la réalisation de 45 grands projets, pour un investissement de 600 milliards d'euros d'ici 2020, en ce qui concerne les montants des investissements et le calendrier des réalisations, en particulier pour le chemin de fer à grande vitesse qui unira la Galice au centre de l'Europe à travers la Meseta et, d'autre part, la reliera directement au Portugal?
