Principally consisting of preventive measures, the proposed regulation transposes Chapter XI-2 "special measures to enhance maritime safety" of the IMO's International Convention for the Safety of Life at Sea (SOLAS) Convention and the Ship and Port Facility Security Code (ISPS Code), which are fundamental to a global system of maritime security. These mandatory provisions concern a requirement for ships to be permanently marked with their identification number fitted with an automatic identification system (AIS), a ship security alert system for spreading the alarm in the event of hostile action against the ship and to be issued with a continuous synopsis record (CSR).
