My thanks to all the shadow rapporteurs and to the rapporteur and, like many, I hope this text will soon be put in place to fight against illegal immigration and, therefore, the promotion of immigration.
Merci à tous ces shadow rapporteurs, au rapporteur, et j’espère, comme beaucoup, que ce texte sera rapidement mis en place afin de lutter contre l’immigration clandestine, donc la promotion de l’immigration.

Since the objective of this Regulation, namely adapting the current Union provisions on the creation and functioning of immigration liaison officers networks in order to take into account changes in Union law and practical experience gained in that context, cannot be sufficiently achieved by the Member States and can therefore be better achieved at Union level, the Union may adopt measures, in accordance with principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

While Member States have different historical, economic and demographic backgrounds that determine their national immigration policies, these clearly have an impact beyond national borders and therefore no Member State can effectively control or deal with all aspects of immigration on their own and therefore decisions likely to have an impact on other Member States need to be coordinated.

– (IT) Mr President, I would like to start by saying how necessary it is to lay the foundations for a policy shared by all the Member States on immigration strategies, on combating illegal immigration and therefore on a common definition of the right to asylum too.

As long ago as 1994, the Commission stressed that the management of migration flows was one of three essential elements, together with cooperation with countries of origin and the integration of legal immigrants, for a comprehensive and therefore effective immigration policy.

The fight against illegal immigration has to strike a balance between the decision whether or not to allow third-country nationals into the EU and the obligation to protect those genuinely in need of international protection (arising from the European Convention on Human Rights and the Geneva Convention on Refugees). Whatever measures are put into practice must therefore allow Member States to offer rapid access to protection so that refugees do not need to resort to illegal immigration.
