Believes that it is important to take a holistic approach in addressing and tackling the root causes of radicalisation in Europe; stresses that challenging the ideological narrative underpinning the actions of extremist groups and building a counter-narrative is one of the keys to combating the appeal of terrorist groups; expresses concern that relations between communities are being put under increasing strain across Europe and encourages inter-faith dialogue; welcomes the report’s references to the issue of training religious leaders in order to prevent hate preachers; calls on the Member States to criminalise terrorist acts that occur outside of their jurisdiction, and agrees that this is one of the most effective tools for fighting terrorism and extremism; calls on imams and Muslim leaders to take the lead in the efforts against radicalisation and hate speech by countering fundamentalism and terrorism propaganda with a theologically based narrative; calls on the EU to support research and information projects on countering fundamentalism and on de-radicalisation by intensifying dialogue with Muslim communities with the aim of converging our efforts;

Following an initiative by the EU Counter-Terrorism Coordinator [12], a number of significant projects to implement this Strategy and Action Plan have been initiated by certain Member States, which have agreed to take the lead in developing concrete work-streams. These are media and strategic communication (UK), training of imams (ES), community policing (BE), working with local authorities (NL), de-radicalisation (DK) and terrorism and the internet (DE).
