Notes, however, that the increase in the number of IFIs is posing many challenges in the areas of regulation, governance and the monitoring of their effectiveness, and that it is essential to strike a balance between the need for transparency and monitoring, on the one hand, and a sufficient level of effectiveness and speed of implementation, on the other; takes the view that reducing the number of the financial instruments could minimise disparities and ensure a sufficient critical mass;
