25. Strongly believes that these challenges should respond to the following criteria: (1) are in line with the shared conceptual framework; (2) are major urban challenges with significant impact on cities, towns and functional urban areas in and between Member States; (3) cannot be solved by Member States unilaterally; (4) where an EU approach has a clear added value; asks the Commission to start working on mapping such challenges, but also identifying remaining bottlenecks, policy incoherencies or capacity and knowledge gaps, in close cooperation with all relevant stakeholders, particularly those at local level;

18. Recalls that the appropriate management of hazardous waste remains problematic, particularly for the health and safety of workers; welcomes in this connection the desire to enhance record-keeping and traceability through the setting-up of hazardous waste registries and identifying capacities and bottlenecks in Member States’ management systems; calls on the Member States and the Commission to introduce all necessary instruments to protect workers who come into contact with dangerous substances.
18. rappelle que la gestion appropriée des déchets dangereux reste problématique, en particulier pour la santé et la sécurité des travailleurs; salue dans ce cadre la volonté de renforcer l'enregistrement des données et la traçabilité des déchets dangereux en créant des registres et en mettant en évidence les atouts et les insuffisances des systèmes de gestion des États membres; appelle les États membres et la Commission à mettre en place tous les instruments nécessaires pour protéger les travailleurs en contact avec des substances dangereuses.

7. Recognises that administrative hurdles remain a major barrier within the European Union; calls on the Commission to find more effective solutions by constantly identifying and addressing the barriers and bottlenecks for citizens dealing with cross-border administrative procedures, whether directly or through the local administrative authority;
7. reconnaît que les obstacles administratifs demeurent une entrave majeure au sein de l'Union européenne; invite la Commission à trouver des solutions plus efficaces, en cernant et en combattant sans relâche les obstacles et les goulets d'étranglement pour les citoyens confrontés à des procédures administratives transfrontalières, que ce soit directement ou par l'intermédiaire de l'autorité administrative locale;

18) BERT's annual review would identify best practice and remaining bottlenecks and would contribute to improving the level of benefits to citizens travelling in the European Union.
