Are the systems flexible enough, do they provide entry points at all stages from early childhood right through to later life, how easy is it to move from a qualification in one stream to a qualification in another, do all paths enable the learner to go forward into (say) higher education- Questions such as these can encourage or discourage individuals, each with their own circumstances and ambitions, to move forward within learning or to opt out or not to come back in.
