whereas the first World Humanitarian Summit will be held in Istanbul on 23-24 May 2016; whereas, in his report for the World Humanitarian Summit entitled ‘One humanity, shared responsibility’, the UN Secretary-General draws attention to what he calls ‘the brazen and brutal erosion of respect for international human rights and humanitarian law’ in armed conflict situations, which threatens to cause a return to an era of war without limits; whereas the report notes that the failure to demand and promote respect for these norms and to support the existing enforcement, monitoring and accountability mechanisms contributes to this erosion.

an interim evaluation report on the results obtained and the qualitative and quantitative aspects of the implementation of this Regulation, including on the impact of EU Aid Volunteers initiative in the humanitarian sector and the cost-effectiveness of the programme, during the first three years of its implementation no later than 31 December 2017;
un rapport d'évaluation intermédiaire sur les résultats obtenus et sur les aspects qualitatifs et quantitatifs de la mise en œuvre du présent règlement, y compris sur l'impact de l'initiative des volontaires de l'aide de l'Union européenne dans le secteur humanitaire et sur le rapport coût-efficacité du programme, pendant les trois premières années de sa mise en œuvre, au plus tard le 31 décembre 2017;

Calls for the urgent establishment of a European crisis-response mechanism, based in the Commission's services, which should coordinate civilian and military means so as to ensure that the EU has a rapid-response capability to deal with a CBRN disaster; and reiterates its call for the establishment of a European civil protection force based on the existing EU Civil Protection Mechanism, which will enable the Union to bring together the resources necessary for providing emergency assistance, including humanitarian aid, within 24 hours of a CBRN disaster inside or outside EU territory; stresses that suitable bridges and partnerships should also be built between bodies such as Europol, Interpol and law-enforcement authorities in the Member States with a view to creating an appropriate and effective network for proactive anticipation/real-time monitoring of emergencies and operational engagement/coordination to deal with CBRN-related disasters, and stresses the need to report to the Commission as well; recalls the 2006 Barnier report entitled ‘For a European civil protection force: Europe aid’ (23) which Parliament strongly supported, and welcomes in that regard the new willingness by the Commission to create a European Emergency Response Capacity, as stated in the Commission Communication entitled ‘Towards a stronger European disaster response: the role of civil protection and humanitarian assistance’ (COM(2010)0600);
demande la mise en place d’urgence d'un mécanisme de réaction européen en cas de crise, implanté auprès des services de la Commission, appelé à coordonner les moyens civils et militaires pour permettre à l'UE de disposer d’une capacité de réaction rapide face à une catastrophe CBRN; demande de nouveau la mise en place d'une force de protection civile européenne reposant sur le mécanisme de protection civile de l'UE existant, qui permettrait à l’Union de regrouper les ressources nécessaires pour apporter une aide d’urgence, y compris une aide humanitaire, dans un délai de 24 heures à la suite d'une catastrophe CBRN survenant sur le territoire de l'UE ou en dehors de celui-ci; souligne que des ponts doivent être lancés et des partenariats noués avec d’autres organismes tels qu’Europol, Interpol et les services de répression des États membres à l’effet de créer un réseau efficace d’anticipation/suivi en temps réel des crises et l'engagement/coordination opérationnelle pour faire face aux catastrophes CBRN et met l'accent sur la nécessité d'informer la Commission aussi; rappelle le rapport Barnier de 2006 intitulé «Pour une force européenne de protection civile: Europe aid» (23), que le Parlement a résolument soutenu, et se félicite à cet égard de la nouvelle volonté manifestée par la Commission de créer une capacité de réaction européenne en cas de catastrophe, comme indiqué dans sa communication intitulée «Vers une capacité de réaction renforcée de l'UE en cas de catastrophe: le rôle de la protection civile et de l'aide humanitaire» (COM(2010)0600);

In 2006 the EU collectively was the biggest donor of official humanitarian aid, contributing over € 2 billion of aid for humanitarian response, that is over 40% of officially-reported overall international humanitarian assistance[6].
