IN-CONTEXT TRANSLATIONS

Deplores that a number of partners of the EU and its Member States are engaged in grave violations of international humanitarian law; calls for the EU to seize all bilateral tools at its disposal to effectively promote compliance with international humanitarian law by its partners, including through its political dialogue and, in the event that such dialogue yields no results, to consider other measures in accordance with the EU Guidelines on promoting compliance with international humanitarian law.
déplore le fait qu'un certain nombre de partenaires de l'Union et de ses États membres se rendent coupables de violations graves du droit international humanitaire; invite l'Union à mettre à profit tous les instruments bilatéraux à sa disposition pour inciter efficacement ses partenaires à respecter le droit international humanitaire, y compris dans le cadre de son dialogue politique, et, dans l'hypothèse où ce dialogue échouerait, à envisager d'autres mesures conformément aux lignes directrices de l'Union concernant la promotion du droit humanitaire international.

1. Encourages the global community convening in the World Humanitarian Summit to adopt a rights-based approach to humanitarian action, with the objective of finding better and more inclusive ways to protect civilians with special regard to vulnerable groups such as women, children, and religious or ethnic minorities, to identify threats and vulnerabilities, and to monitor violations of human rights and international humanitarian law, thus helping strengthen the fight against impunity; expresses its conviction that upholding the universality of human rights and reinforcing shared understanding by all actors involved in humanitarian action also strengthens the core humanitarian principles of humanity, impartiality, neutrality and operational independence; stresses the need to put protection at the centre of humanitarian action and deplores any misuse or disrespect of the core humanitarian principles for political, military or non-humanitarian purposes; warns that such misuse undermines and endangers genuine humanitarian operations and their staff; insists that counter-terrorism measures should not undermine nor obstruct humanitarian actions;
1. encourage la communauté internationale réunie lors du sommet humanitaire mondial à adopter une approche fondée sur les droits dans ses interventions humanitaires, afin de trouver les moyens les meilleurs et les plus inclusifs de protéger les civils, en accordant une attention particulière aux groupes vulnérables tels que les femmes, les enfants et les minorités religieuses ou ethniques, de déterminer les menaces et les points faibles et d'assurer le suivi des violations des droits de l'homme et du droit humanitaire international, contribuant ainsi à lutter contre l'impunité; est convaincu qu'en renforçant le caractère universel des droits de l'homme et la compréhension mutuelle entre tous les acteurs impliqués dans les interventions humanitaires, les principes humanitaires fondamentaux d'humanité, d'impartialité, de neutralité et d'indépendance opérationnelle se verront également renforcés; souligne qu'il faut mettre la protection au cœur de l'intervention humanitaire et regrette les abus et les violations des principes humanitaires fondamentaux pour des raisons politiques, militaires ou non humanitaires; souligne que ces abus portent atteinte aux interventions humanitaires véritables et aux personnes qui les mènent; insiste sur le fait que les mesures antiterroristes ne doivent pas faire obstacle aux interventions humanitaires;

Deplores the fact that violations of international human rights law and international humanitarian law persist in eastern Ukraine and in Crimea and that the number of IDPs has risen considerably since the announcement of the ceasefire on 5 September; condemns all cases of forced disappearance, torture and ill-treatment, and insists that the reports of the use of cluster munitions in both urban and rural areas must be thoroughly investigated; calls on the Government of Ukraine and on all those involved in the hostilities in the eastern regions of Donetsk and Luhansk to implement the recommendations of the UN Human Rights Monitoring Mission in Ukraine; welcomes the enactment of the long-awaited IDP law, which includes provisions for the social support and protection of registered IDPs, as well as the decision to deploy EU experts through the EU Civil Protection Mechanism to advise the Ukrainian authorities on IDP issues;
1. déplore le fait que des violations de la législation internationale en matière de droits de l'homme et du droit humanitaire international persistent en Ukraine orientale et en Crimée et que le nombre de PDI a fortement augmenté depuis l'annonce du cessez-le-feu le 5 septembre; condamne tous les cas de disparition forcée, de torture et de mauvais traitements, et insiste sur le fait que les informations selon lesquelles des armes à sous-munitions auraient été utilisées, tant dans les zones urbaines que dans les zones rurales, doivent faire l'objet d'une enquête approfondie; demande au gouvernement ukrainien et à toutes les parties impliquées dans les hostilités dans les régions orientales de Donetsk et de Lougansk de mettre en œuvre les recommandations de la mission d'observation des droits de l'homme des Nations unies en Ukraine; se félicite de l'adoption de la loi sur les PDI, attendue depuis longtemps, qui comprend des dispositions sur le soutien social et la protection des PDI officiellement déclarées, ainsi que de la décision de détacher des experts de l'Union européenne dans le cadre du mécanisme de protection civile de l'Union afin de conseiller les autorités ukrainiennes sur les questions liées aux PDI;

3. Regrets the fact that the ceasefire offered unilaterally by Kyiv has failed to achieve a negotiated settlement and that fighting has reassumed and intensified; is deeply concerned about the safety of ordinary people who remain trapped in the Donetsk and Luhansk areas; deplores the loss of lives and the fact that children have been registered among the victims; expresses its heartfelt condolences to their family members; condemns any targeting of the civilian population and calls for strict respect of international humanitarian law; urges the insurgents to accept and facilitate the delivery of humanitarian assistance, and not to create obstacles for refugees seeking to leave the conflict zone;
3. déplore que le cessez-le-feu proposé unilatéralement par Kiev n'ait pas abouti à une solution négociée et que les combats aient repris avec encore plus d'intensité; se déclare vivement préoccupé par la sécurité des simples citoyens qui se retrouvent piégés dans les zones de Donetsk et de Lougansk; déplore les pertes en vies humaines et le fait que des enfants comptent parmi les victimes; présente ses plus sincères condoléances aux familles concernés; condamne toute action prenant pour cible la population civile et demande le strict respect du droit humanitaire international; exhorte les insurgés à accepter et faciliter l'acheminement de l'aide humanitaire et à ne pas empêcher les réfugiés cherchant à quitter la zone de conflit de le faire;

21. Stresses that, according to the conclusions of the EU-led independent international commission of investigation into the war in Georgia of August 2008, both Georgia and Russia bear clear responsibility for the tragic events, and points out that during the five days of fighting the Russian, Georgian and South Ossetian armies all contravened international humanitarian law; deplores the decision by Russia to recognise the independence of the Georgian breakaway republics of Abkhazia and South Ossetia, and calls on the Moscow authorities to respect in full the ‘six-point agreement’ concluded on 12 August 2008 that allows the EU Monitoring Mission (EUMM Georgia) to have unhindered access to the two breakaway territories;
21. souligne que, conformément aux conclusions publiées par la commission d'enquête internationale indépendante sur le conflit en Géorgie d'août 2008, placée sous l'égide de l'Union européenne, la Géorgie et la Russie portent chacune clairement une part de responsabilité pour les événements tragiques qui se sont produits et fait valoir que, au cours des cinq jours de combats, les armées russe, géorgienne et sud-ossète ont toutes violé le droit humanitaire international; déplore la décision prise par la Russie de reconnaître l'indépendance des Républiques séparatistes géorgiennes d'Abkhazie et d'Ossétie du Sud, et invite les autorités russes à respecter pleinement l'accord en six points conclu le 12 avril 2008, qui permet à la mission de surveillance de l’UE (EUMM) de disposer d'un accès sans entraves aux deux territoires séparatistes;

The mid-term review of the action plan is a unique opportunity to strengthen action in areas deserving more attention, such as, firstly, the promotion of humanitarian principles and international humanitarian law, because humanitarian aid is not a crisis management instrument, and we should deplore the increasing politicisation of humanitarian aid and its consequences in terms of respect for the ‘humanitarian space’.
La révision à mi-parcours du plan d’action est une occasion unique de renforcer l’action dans des domaines méritant plus d’attention tels que, premièrement, la promotion des principes humanitaires et du droit international humanitaire, car l’aide humanitaire n’est pas un instrument de gestion de crise et il convient de regretter la politisation croissante de l’aide humanitaire et de ses conséquences sur le respect de l’espace humanitaire.

Deploring the loss of innocent civilian life, it called on all parties to do everything possible to protect civilian populations and to refrain from actions in violation of international humanitarian law.

While supporting these efforts, the European Union deplores the continuing acts of violence and breaches of international humanitarian law by paramilitary groups, in violation of their self-declared cease-fire.
