Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). (Return tabled) Question No. 177 Mr. Peter Julian: With regard to nanotechnology: (a) what are the total federal funds spent and committed for expenditure, for each of the fiscal years from 2005-2006 through 2008-2009 inclusive, broken down by department and criterion; (b) who are the recipients of these funds; (c) to what purpose was funding for nanotechnology used by institutions and departments, including the Natural Sciences and Engineering Research Council of Canada, Canadian Institutes of Health Research, the Canadian Foundation for Innovation, Natural Resources Canada, Industry Canada, and the National Research Council of Canada; (d) what were the amounts allocated to test health, safety, and environmental impacts of nanoproducts and nanomaterials; (e) what is the list of nanomaterials currently in the market; (f) which of these have been extensively tested to determine possible effects on human and environmental health and safety and, of those tested, which, if any, raised concern or required mitigation or prevention; (g) how many assessments on nanomaterial notification packages have been submitted to the New Substances Notification Program to date and (i) of these notification packages, have there been any nanomaterials rejected for entry into Canada, (ii) have there been any conditions of use placed based on assessment results and, if so, how many; (h) did the government ever request notifiers (companies or individuals) providing nanomaterial notification packages to submit additional toxicity data above and beyond what is requested in the schedules of the New Substances Notification Regulations and, if so, did this result in refusal of entry into the Canadian market or justify use of material with conditions; and (i) what information, notifications or advisories have been issued to ensure the safe discovery, production, manufacturing, use and disposal of nanomaterials and nano-enabled products, (i) when, (ii) by which departments?

One way to produce human proteins for the new medicines is to breed ‘transgenic animals’, which carry human genes and therefore produce a protein, for instance in their milk, which can be used to treat humans.

The use of surplus embryos, that is to say, those produced for the purposes of procreation but which, for various reasons, will not be implanted, raises the question whether some of them should be used for research that could result in significant benefits for humanity, especially bearing in mind that the alternative is to let them die.
L'utilisation des embryons surnuméraires, c’est-à-dire formés dans le cadre d'un projet de procréation, mais qui pour plusieurs raisons n'ont pas été implantés, ouvre le débat du choix de l’orientation d’une partie de la recherche qui pourrait apporter de grands avantages à l'humanité, surtout si l'alternative pour ces embryons est la destruction pure et simple.

No research shall be carried out which is intended to result in an alteration to the human germ line. The same applies to any research which involves creating a human embryo for research or therapeutic purposes, and to other types of research in which use is made of embryos.
