III. OBJECTIVES Bearing in mind European Union objectives in the field of development cooperation, decentralized cooperation should contribute to: - more sustainable economic and social development, as it is more appropriate to the needs and capacities for initiative of the populations of the countries concerned and will foster indigenous development; - the campaign against poverty through more efficient mobilization of the energies and resources of economic and social protagonists on the basis of their own needs; - the strengthening of democracy and the promotion of human rights through the support given to the reinforcement and diversification of civil society and local communities, and the provision to populations of fora for expression and action.
III. OBJECTIFS Tenant compte des objectifs de l'Union européenne dans le domaine de la coopération au développement, la coopération décentralisée devrait contribuer à - un meilleur développement économique et social durable, du fait qu'elle permet de mieux répondre aux besoins et capacités d'initiative des populations des pays concernés et de favoriser le développement endogène ; - la lutte contre la pauvreté par une mobilisation plus effective des énergies et ressources des acteurs économiques et sociaux, en fonction de leurs propres besoins ; - le renforcement de la démocratie et la promotion des droits de l'homme grâce à l'appui apporté au renforcement et à la diversification de la société civile et des collectivités locales, et l'ouverture d'espaces d'expression et d'action pour les populations.
