* Pursue the GAC conclusions of 22 January 2001 on the EU-China Human Rights Dialogue, focus the human rights dialogue better, assess it on a continuous basis, and identify ways of making it more effective and results-oriented, notably on the key issues of concern identified in the GAC conclusions, including co-operation with human rights mechanisms; guarantees for the protection of those prosecuted for a crime for which the death penalty could be imposed and restriction of the cases in which the death penalty can be imposed; reform of administrative detention; respect for the fundamental rights of all prisoners; untrammelled exercise of freedom of thought, conscience and religion, of the freedom of expression and of the freedom of assembly and of association.

As regards candidate countries and potential candidates, the EU will continue to monitor their commitment to promoting the values of democracy, rule of law and respect for human rights - as laid out in Article 49 TEU - and to provide guidance and support to ensure tangible and sustained progress in these key reform areas.

A wide range of other actors at European and international levels have expressed their deep concern about the reform of the Polish justice system: representatives of the judiciary across Europe, including the Network of Presidents of the Supreme Judicial Courts of the European Union and the European Network of Councils for the Judiciary, the Venice Commission, the Commissioner for Human Rights of the Council of Europe, the United Nations Human Rights Committee as well as numerous civil society organisations such as Amnesty International and the Human Rights and Democracy Network.

whereas, despite accepting 182 of the 227 recommendations put forward by the UN Human Rights Council at its June 2014 periodic review, Vietnam rejected recommendations such as the release of political prisoners and people detained without charge or trial, legal reform to end political imprisonment, the creation of an independent national human rights institution and other steps aimed at promoting public participation; whereas, however, Vietnam has recently allowed international human rights groups to meet with representatives of the opposition and government officials for the first time since the end of the Vietnam War.

Welcomes the adoption of constitutional amendments as a step in the right direction, and urges their proper implementation with full observance of the standards of the European Convention on Human Rights (ECHR) and of the case law of the European Court of Human Rights; underlines at the same time, however, the pressing need for overall constitutional reform transforming Turkey into a fully fledged pluralistic democracy with the protection of human rights and fundamental freedoms at its core; welcomes the Government’s declared readiness, and that of the opposition, to undertake such reform, and calls on the Government to ensure that all political parties, as well as civil society, are closely involved in the whole constitutional process; calls for the implementation of the constitutional amendment package; recommends that the Venice Commission also be invited to participate;

Remains concerned that the human rights dialogue with Iran has been interrupted since 2004 due to the absence of any positive progress in improving the human rights situation and a lack of cooperation from Iran; calls on the Iranian authorities to resume this dialogue with a view to supporting all civil society stakeholders who are committed to democracy, and to strengthen — through peaceful and non-violent means — existing processes that can foster democratic, institutional and constitutional reforms, ensure the sustainability of those reforms and consolidate the involvement of all Iranian human rights defenders and civil society representatives in policy-making processes, reinforcing the role played by them in the general political discourse; is deeply concerned that respect for fundamental human rights in Iran, especially freedom of expression and assembly, continued to deteriorate in 2007; condemns the new morality campaign launched by the Iranian authorities since early April 2007, whereby thousands of men and women were arrested in moves to ‘counter immoral behaviour’; condemns the Iranian regime's increasing use of capital punishment;

enhancing the respect for and observance of human rights and fundamental freedoms, as proclaimed in the Universal Declaration of Human Rights and other international and regional human rights instruments, and promoting and consolidating democracy and democratic reform in third countries, mainly through support for civil society organisations, providing support and solidarity to human rights defenders and victims of repression and abuse, and strengthening civil society active in the field of human rights and democracy promotion;
