Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. échanger des informations sur les accords bilatéraux et multilatéraux existants pour la fourniture de soins de santé; examiner les projets transfrontaliers existants en matière de santé et envisager le développement de la constitution de réseaux entre ces projets en vue d'échanger les meilleures pratiques, et réfléchir à l'établissement d'accords–cadres pour la coopération dans le secteur des soins de santé; explorer plus avant la possibilité de parvenir à une interprétation commune, au niveau européen, des droits et des devoirs des patients, tant sur le plan personnel que social, en commençant par rassembler les informations existantes sur ces questions et sur la manière dont elles sont traitées dans les États membres; faire connaître leur point de vue sur le mode de fonctionnement, dans leur pays, des différentes voies d'accès aux soins de santé des autres États membres et sur son incidence; envisager une coopération plus poussée dans le domaine des soins de santé en vue d'un suivi portant sur l'échange d'informations, d'expériences et de bonnes pratiques; dresser un état des lieux en ce qui concerne les centres de référence européens, y compris leur mise sur pied, leur désignation et leur développement, et explorer les moyens de favoriser la constitution de réseaux et la coopération entre ceux–ci, conjointement avec la Commission; examiner comment favoriser et améliorer les échanges de compétences et d'informations entre États membres en ce qui concerne l'évaluation des technologies de la santé; et garantir à tous les citoyens un accès à des soins de santé de qualité, conformément aux principes de l'équité et de la solidarité et en tenant dûment compte des compétences et des ressources médicales actuellement disponibles;
