Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. More chronic disorders, particularly paralyses and anaesthesias, may develop if the onset is associated with insoluble problems or interpersonal difficulties. These disorders have previously been classified as various types of conversion hysteria . They are presumed to be psychogenic in origin, being associated closely in time with traumatic events, insoluble and intolerable problems, or disturbed relationships. The symptoms often represent the patient's concept of how a physical illness would be manifest. Medical examination and investigation do not reveal the presence of any known physical or neurological disorder. In addition, there is evidence that the loss of function is an expression of emotional conflicts or needs. The symptoms may develop in close relationship to psychological stress, and often appear suddenly. Only disorders of physical functions normally under voluntary control and loss of sensations are included here. Disorders involving pain and other complex physical sensations mediated by the autonomic nervous system are classified under somatization disorder (F45.0). Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

(Return tabled) Question No. 108 Ms. Olivia Chow: With respect to crime prevention programs: (a) what studies and evaluations have been undertaken, requested or commissioned by the government with respect to budget cuts to social programs and the rise in violent crime since 1995; (b) which studies are related specifically to the rise in violent youth crime; (c) what individuals, department, or organization undertook these studies; (d) what is the cost of these studies; (e) what are the findings and recommendations of these studies; (f) how many projects have been funded through the Crime Prevention Action Fund since 2000; (g) how many of these projects were pilot projects, and how long did each last for; (h) how long were the projects funded for; (i) how many and which projects have been funded in the city of Toronto since 2000; (j) how much has been invested in the Youth Gang Prevention Fund every year since 2000; (k) which programs have been funded through the Youth Gang Prevention Fund in the city of Toronto since 2000 and how much was granted in each case; (l) how many of these projects were pilot projects and how long did each last; (m) what is the annual funding for the National Centre for Crime Prevention; (n) how much was cut or re-allocated from the refocusing of some funding from the National Centre for Crime Prevention in the 2006 budget; (o) where did the 2006 budget cuts come from and which projects or organizations were cut; (p) what was the purpose, goal, and outcome of the refocusing of funding to the National Centre for Crime Prevention; (q) how many programs were funded by the National Centre for Crime Prevention in every year since 2000; (r) how many programs were funded through the national drug strategy in every year since 2000; (s) how many of the programs have been evaluated in the past four years; (t) how many young people received services as a result of this funding; (u) how many of these evaluations were positive; (v) ...

Indeed, throughout this period it has not produced a single new initiative of any real significance, with the result that it has moved from being a driving force in this field to becoming a hindrance to the bi-regional strategic partnership, disassociating itself from the European Parliament, which should have continued to be its traditional ally in formulating the Union’s policy towards the sub-continent. How else are we to explain the cuts which the Commission has made year after year in its budgetary initiatives for Latin America, which have been restored only after substantial efforts on the part of Parliament?
En fait, tout au long de cette période, il n'y a pas eu une seule initiative novatrice de portée réelle en sorte que, de moteur qu'elle était, la Commission s'est plutôt transformée en obstacle pour le partenariat stratégique birégional en se dissociant d'une institution, le Parlement européen, qui aurait dû rester plutôt son allié traditionnel dans la formulation de la politique de l'Union européenne à l'égard du sous-continent.

How many of the fish that you claim to be saving will die in the next ‘Prestige’ oil-tanker disaster? How many others, day after day, are dying as a result of illegal emissions from the unseaworthy old tubs chartered by the big oil companies?
Combien d'autres, jour après jour, périssent dans les dégazages sauvages des navires-poubelles affrétés par les grandes compagnies pétrolières ?

Allow me to say once again how much the Commission appreciates the excellent work undertaken by the European Ombudsman’s office, and how grateful it is for it. The Ombudsman himself, Mr Söderman, deserves particular recognition. He is the driving force and is largely responsible for the results and beneficial effects achieved by this new institution of the European Ombudsman. It has to be said that the citizens of Europe are daily becoming more familiar with it.
Je tiens à remercier et à reconnaître une fois encore, au nom de la Commission, l’excellent travail que réalise l’institution du médiateur européen et bien sûr tout particulièrement le médiateur lui-même, M. Söderman, qui dirige sans aucun doute les travaux et qui est en grande partie le moteur et l’explication des résultats et des conséquences positives qu’engendre la réalité du médiateur européen qui - disons-le clairement - est chaque jour plus connu des citoyens européens.

Finally, I want to say that, as our various parliaments around Europe enter their summer recess, there is an issue which I think we have to take away with us, namely the issue which, in all likelihood, is to be a feature of the debate about the future: that of how we are to make the European Union more open and more results-oriented and of how it is to be brought closer to our citizens.
Je terminerai, Madame la Présidente, en disant qu'au moment où nous partons en vacances d'été - comme c'est également le cas pour les différents parlements nationaux à travers l'Europe - je pense qu'il y a une question que nous devrions emporter dans nos bagages, celle qui marquera probablement les débats de demain. C'est la question de savoir comment nous pourrons rendre l'Union plus ouverte, plus axée sur des résultats, et comment nous pourrons la rapprocher des citoyens.

Furthermore, how can we resolve the conflict with the common democratic model that Europeans accept and wish to see, which results from the countless restrictions we see in Turkey on people exercising their fundamental rights, of which the maintenance of the death penalty is merely the worst example? And what of the Kurdish question, which arises from the fact that the Turkish State does not respect the basic rights of cultural identity of the millions of Kurds that live there?
D'autre part, comment résoudre le conflit avec le modèle démocratique commun voulu et accepté par les Européens, conflit qui découle des innombrables restrictions constatées en Turquie en matière d'exercice des droits fondamentaux, le maintien de la peine de mort n'étant que le pire exemple ; ou encore la question kurde, le fait que l'État turc ne respecte pas les droits élémentaires d'identité culturelle des millions de Kurdes qui vivent dans le pays ?
