K. whereas the presence of terrorist groups in the Sahel causes serious instability and insecurity in the region, with hostage-taking and violent attacks; whereas the Sahel is a transit zone for drug-trafficking by criminal gangs from Latin America; whereas drug-traffickers are often linked to terrorist groups which provide security for them while in transit; whereas the presence of these traffickers is a source of instability both for the Sahel and for the European Union, which is often the final destination of this trade;

Condemns the increased incidences of kidnapping and hostage-taking in the region, which have proved highly lucrative for criminal and terrorist groups; welcomes the work of the UN Human Rights Council Advisory Group on the impact of terrorist hostage-taking on human rights; calls for much greater cooperation among Sahel governments and with the governments of such key regional states as Algeria, Libya, Morocco and Sudan, as well as with the EU and other supranational bodies, to ensure effective and coordinated responses to these problems by political, security and judicial institutions;

3. Subject to Articles 4, 5(1)(b) to (g), 6, 7 and 8, in no case shall a State refuse to execute an arrest warrant issued in relation to the behaviour of any person who contributes to the commission by a group of persons acting with a common purpose of one or more offences in the field of terrorism referred to in Articles 1 and 2 of the European Convention on the Suppression of Terrorism and Articles 1, 2, 3 and 4 of the Framework Decision of 13 June 2002 on combating terrorism, illicit trafficking in narcotic drugs and psychotropic substances, or murder, grievous bodily injury, kidnapping, illegal restraint, hostage-taking and rape, punishable by deprivation of liberty or a detention order of a maximum of at least 12 months, even where that person does not take part in the actual execution of the offence or offences concerned; such contribution shall be intentional and made with the further knowledge that his or her participation will contribute to the achievement of the organisation's criminal activities.
3. Sous réserve de l'article 4, de l'article 5, paragraphe 1, points b) à g), et des articles 6, 7 et 8, un État ne refuse en aucun cas d'exécuter un mandat d'arrêt lié aux agissements de toute personne qui contribue à la perpétration, par un groupe de personnes agissant dans un but commun, d'une ou de plusieurs infractions relevant d'activités de terrorisme visées aux articles 1 et 2 de la convention européenne pour la répression du terrorisme ainsi qu'à l'article 1er et aux articles 2, 3 et 4 de la décision-cadre du 13 juin 2002 relative à la lutte contre le terrorisme, du trafic illicite de stupéfiants ou de substances psychotropes, de l'homicide volontaire, des coups et blessures graves, de l'enlèvement, de la séquestration, de la prise d'otage ou du viol, punies d'une peine privative de liberté ou d'une mesure de sûreté privative de liberté d'une durée maximale d'au moins douze mois, même lorsque cette personne ne participe pas à l'exécution proprement dite de l'infraction ou des infractions en cause; sa contribution doit avoir été intentionnelle et commise en ayant en outre connaissance que cette participation contribuera à la réalisation des activités criminelles de cette organisation.

– (FR) Mr President, ladies and gentlemen, our thoughts are with our fellow citizens who simply wanted to discover another culture and who are now being held hostage by the armed group, Abu Sayyaf. It is not clear whether this is a case of organised crime or political demands but the island of Jolo is now at the centre of the hostilities with this awful hostage taking.
- Monsieur le Président, chers collègues, notre pensée va aux otages et à nos concitoyens qui n'avaient comme objectif que d'aller à la découverte d'autres peuples et qui sont toujours retenus en otage par le groupe armé Abu Sayyaf dont on a du mal à savoir s'il relève du grand banditisme ou de revendications politiques. Aujourd'hui, c'est l'île de Jolo qui au est cœur des hostilités avec cette terrible prise d'otages.
