The Commission and the Member States should strengthen research and innovation in the inland waterway transport sector and in multi-modal port infrastructure through available financial instruments, including, where appropriate, under Horizon 2020 – the Framework Programme for Research and Innovation 2014-2020 (‘Horizon 2020’) and the Connecting Europe Facility , thereby ensuring the integration of that sector in multi-modal transport.

Given the importance of continuous innovation for the competitiveness of the Union’s transport sector and the number of joint undertakings in this field, there should be an analysis in due time, notably in view of the interim evaluation of Horizon 2020, regarding the appropriateness of efforts in collaborative research in the field of transport.
Compte tenu de l’importance d’une innovation en continu pour la compétitivité du secteur des transports de l’Union et du nombre d’entreprises communes dans ce domaine, il convient de procéder, en temps voulu, à une analyse, tenant compte notamment de l’évaluation intermédiaire du programme Horizon 2020, concernant le bien-fondé des efforts en matière de recherche collaborative dans le domaine des transports.

The cost-benefit analysis carried out in accordance with Article 3(1) of Regulation (EC) No 58/2003 has shown that delegation to the Trans-European Transport Network Executive Agency of the management of parts of the Connecting Europe Facility programme in the fields of transport, energy and telecommunications (5), as well as parts of transport and energy research under the Horizon 2020 programme (6), would make it possible to implement such programmes efficiently at a lower cost than in the Commission.
L’analyse coûts/avantages effectuée conformément à l’article 3, paragraphe 1, du règlement (CE) no 58/2003 a montré que la délégation à l’Agence exécutive du réseau transeuropéen de transport de la gestion de volets du programme relatif au mécanisme pour l’interconnexion en Europe dans les domaines du transport, de l’énergie et des télécommunications (5), ainsi que de certaines activités de recherche dans le domaine des transports et de l’énergie dans le cadre du programme Horizon 2020 (6), permettrait de mettre en œuvre de tels programmes de manière efficiente et à un coût moindre que si cette gestion était effectuée en interne par les services de la Commission.
