The rules for participation, exploitation and dissemination in Horizon 2020 laid down in this Regulation ("the Rules") should adequately reflect the recommendations of the European Parliament in its resolution of 11 November 2010 on simplifying the implementation of the Research Framework Programmes , and of the Council with regard to the simplification of the administrative and financial requirements of the research framework programmes.
Les règles de participation, d'exploitation et de diffusion d'Horizon 2020 fixées dans le présent règlement (ci-après dénommées "règles") devraient tenir dûment compte des recommandations formulées par le Parlement européen dans sa résolution du 11 novembre 2010 sur la simplification de la mise en œuvre des programmes-cadres de recherche , et par le Conseil en ce qui concerne la simplification des exigences administratives et financières des programmes-cadres de recherche.

In order to avoid any duplication of effort, it should take account of other Union programmes in the field of ICT solutions, services and infrastructures, in particular the CEF laid down in Regulation 1316/2013/EU and Horizon 2020 laid down in Regulation (EU) No 1291/2013.

Such support is subject to the conditions specified in Horizon 2020 Framework Programme and the Horizon 2020 Specific Programme, in particular those in Article 25 of Horizon 2020 Framework Programme, as well as to full respect for the general principles laid down in Horizon 2020 Framework Programme, and in particular the principles open access and gender equality.
