While recognising the value of more targeted and thorough studies, the Council regrets that the programme chosen for this financial year represents only a small part of total expenditure on external actions and recalls the hope it expressed in 1999 that their number would be extended to well-specified areas.
Tout en reconnaissant la valeur des études plus ciblées et approfondies, le Conseil regrette que pour cet exercice, le programme choisi ne représente qu'une faible part du total des dépenses dans le domaine des actions extérieures et rappelle le souhait qu'il avait déjà exprimé en 1999 de voir leur nombre étendu à des domaines bien cernés.

Regarding commitments outstanding, the amount of which at the end of 2000 is increasing, the Council notes the efforts of the Commission, which undertook a thorough review of "old" and "sleeping" commitments, and at the end of 1999 drew up an action plan to reduce the overhang of RAL; it hopes that these appropriations will therefore be decommitted as part of the Commission's actions and in accordance with the current regulations.

Regarding the audits carried out by the Commission in the field of internal policies, the Council welcomes the fact that, overall, the Commission has considerably increased the number of its audits in comparison with 1999, and the number of contracts audited, but it hopes that it will pay closer attention to, inter alia, questions connected with the implementation and monitoring of recovery and the transmission of updated data.

If we are indeed concluding the Commission proposal with the amendment quickly at first reading, then we should remind the Council that next year we have to deal with seven separate proposals in the Erika 3 package. I hope the Council will work with us on them just as quickly so as to improve flag state controls, port state control and liability.
Si nous réussissons effectivement à adopter rapidement la proposition de la Commission et son amendement en première lecture, il serait bon de rappeler au Conseil que nous devrons nous occuper l’an prochain des sept propositions du paquet Erika III.
