Herb Gray (Leader of the Government in the House of Commons and Solicitor General of Canada, Lib.): Mr. Speaker, in light of the ruling you just made with regard to the words of the hon. member for Willowdale, I would like to draw your attention to citation 484 of Beauchesne's which reads in part as follows: (3) In the House of Commons a Member will not be permitted by the Speaker to indulge in any reflections of the House itself as a political institution; or to impute to any Member or Members unworthy motives for their actions in a particular case- Mr. Speaker, in light of this citation and in light of the ruling you just made with regard to the language used by the hon. member for Willowdale, I respectfully raise as a point of order a request that you apply the same principle to the question asked by the hon. member for Calgary Southeast which in effect involves an unworthy aspersion on a member of this House.

Monsieur le Président, à la lumière de ce commentaire et de votre récente décision quant au langage utilisé par le député de Willowdale, j'invoque respectueusement le Règlement en demandant que vous appliquiez le même principe à la question posée par la députée de Calgary-Sud-Est, qui a proféré une calomnie indigne contre un député en cette Chambre.

Mr. Eugène Bellemare (Carleton-Gloucester, Lib.): Mr. Speaker, I was surprised and even disappointed to hear the motions presented by the hon. member for Calgary Southeast, who calls herself a Canadian first but, at the first opportunity, is not averse to lashing out at French Canadian minorities (1615) Bill C-53, an Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, says in clause 4(g), which the hon. member for Calgary Southeast would like to redraft in her image, that the Minister of Canadian Heritage wants to see ``the advancement of the equality of status and use of English and French and the enhancement and development of English and French linguistic minority communities in Canada''.

Eugène Bellemare (Carleton-Gloucester, Lib.): Monsieur le Président, j'ai été étonné, voire même déçu, désappointé, d'entendre les motions de la députée de Calgary-Sud-Est, députée de Calgary qui se dit Canadienne de première importance, mais qui, à la première occasion, aime bien fouetter les minorités canadiennes-françaises (1615) Dans le projet de loi C-53, Loi constituant le ministère du Patrimoine canadien et modifiant ou abrogeant certaines lois, on lit, à l'article 4g)-que la députée de Calgary-Sud-Est veut modifier pour le mettre à son image-ceci: «Le ministre du Patrimoine canadien désire voir: g) la progression vers l'égalité de statut et d'usage du français et de l'anglais et la promotion et le développement des minorités francophones et anglophones du Canada».
