The Treaty of Lisbon marks an important step in the role played by national Parliaments in EU affairs, listing, for the first time, in a provision (Article 12 of the Treaty on European Union – TEU) the various ways in which national Parliaments may ‘contribute actively to the good functioning of the EU’.

Following a lengthy period during which only piecemeal, unsystematic discussions were held, with the adoption of the Maastricht Treaty the first attempt was made to give mutual relations between the European Parliament and the national parliaments a structure. Two declarations annexed to the Treaty emphasised that the national parliaments play a role in the Community legislative process, that they should be informed by their governments about legislative proposals in good time and that there should be cooperation between the national parliaments and the European Parliament, which might take the form of the holding of regular meetings and the granting of reciprocal facilities.

– (PT) Mr President, let me say, first of all, that the Lamassoure report comes within the context of Treaty reform and that the hypothetical approval of a European Union Constitution is a demand arising from the historical success of the integration of the European Union. This context must not be upset by circumstances inherent to the immediate situation that have nothing to do with the European institutions and everything to do with certain kinds of chauvinism and extremism and with the negative and, above all, ongoing abandonment of the welfare state as a guideline for national policies.
