La Convention qui a adopté la Charte des droits fondamentaux, le rôle du Parlement lorsque chaque année, il identifie les problèmes liés aux droits fondamentaux - dans un débat parfois très idéologique mais toujours d’actualité -, l’amendement de l’article 7 du traité de Nice, la création de l’Agence des droits fondamentaux et, comme vient juste de le dire M. Roche, en tant que président en exercice du Conseil, la perspective de donner à la Charte des droits fondamentaux un rôle central dans le projet de Constitution constituent, à mon avis, une série d’éléments qui montreront aux citoyens que cet organe, qu’ils élisent directement, a toujours placé la question des droits fondamentaux au centre du débat et de l’action politiques.
