Before . + , no fishing authorisation targeting deep-sea species, including in areas defined in paragraph 1(b), shall be issued or renewed unless the Member State has assessed and documented, on the basis of the best available scientific advice, that the fishing activities concerned would not have a significant adverse impact on the marine ecosystem.
