Bosnia and Herzegovina presents its own serious challenges, partly due to its wartime history, but let me be clear that there can be no discounts in EU enlargement.

(4) Therefore the former Yugoslav Republic of Macedonia, Montenegro, Serbia, Albania and Bosnia and Herzegovina should be transferred to Annex II to Regulation (EC) No 539/2001 on the conditions, as regards Montenegro and Serbia, that those countries meet all the benchmarks by the date of adoption of the present Regulation and, as regards Albania and Bosnia and Herzegovina, that the exemption from the visa requirement will apply without delay immediately after the assessment by the Commission that each of those countries meets all the benchmarks set in the roadmap for visa liberalisation and a notice about the assessment is published in the Official Journal of the European Union.
(4) Par conséquent, il y a lieu de transférer l'ancienne République yougoslave de Macédoine, le Monténégro, la Serbie, l'Albanie et la Bosnie-et-Herzégovine vers l'annexe II du règlement (CE) n° 539/2001, à condition, pour le Monténégro et la Serbie, que ces pays aient atteint tous les objectifs de référence à la date d'adoption du présent règlement; pour l'Albanie et la Bosnie-et-Herzégovine, l'exemption de l'obligation de visa s'appliquera sans délai dès que la Commission aura procédé à une évaluation constatant que chacun de ces pays atteint tous les objectifs de référence fixés dans la feuille de route pour la libéralisation du régime des visas et qu'une notification concernant cette évaluation aura été publiée au Journal officiel de l'Union européenne.

We need a European University, European schools, we need in-depth cooperation between nationalities, and, most of all, we need money; that is why the functions of the High Representative and of the EU’s Special Representative must continue to be exercised as they are at present, in other words, not in a dictatorial manner, that is, Ashdown-fashion, but with sound judgment and attempting real even-handedness in a way that heals wounds, gets people and ethnic groups to grow together, and unleashes in the country itself the powers of renewal and self-healing without which Bosnia and Herzegovina have no future, and if Bosnia and Herzegovina topple into a crisis, their neighbours risk being dragged in as well.
